We commend the Contact Group on Piracy off the Coast of Somalia, the African Union Mission in Somalia, the European Union’s Operation Atalanta to combat piracy, NATO’s Operation Ocean Shield, the United States Combined Task Force 151, the Monitoring Group on Somalia and the counter-piracy missions of China, India, Japan and the Russian Federation, among other countries, for their efforts to combat the piracy scourge off the coast of Somalia.

What the Special Rapporteur seeks to highlight in this report is the other upstream measures provided for in the Durban documents to combat racism, racial discrimination, xenophobia and related intolerance.

Under the umbrella of that theme, Algeria also suggested the following agenda items: the protection of minors in the information age; the fight against the use of the Internet for terrorist purposes; the fight against crime, including transnational organized crime, committed through the use of information and communication technologies; and international cooperation to fight crime, including transnational organized crime, committed through the use of information and communication technologies, in particular mutual legal assistance, law enforcement cooperation and technical assistance.

The main difference lies in the elimination of document production (printing) and the delivery of paper documents to the client, with the latter accomplished by publishing, or “uploading”, the documents onto the meeting website or delivering them to the client by email.

One member sought clarification on whether the intention behind the request to prepare an HCFC foam sector plan in Argentina was to include the foam sector plan within stage I or stage II of the HPMP, noting that there was limited time available to prepare a new project that would contribute to meeting the 2013 and 2015 control targets.

Indiscriminate attacks are those: (a) which are not directed at a specific military objective; (b) which employ a method or means of combat that cannot be directed at a specific military objective; or (c) which employ a method or means of combat the effects of which cannot be limited as required by International Humanitarian law, and consequently, in each case are of a nature to strike military objectives and civilian objects without distinction.

The Office has placed six mentors in various subregions: in Southern Africa to strengthen asset confiscation procedures; in East Africa to build capacity to carry out financial investigations; in South-East and Central Asia to build effective procedures to counter money-laundering and the financing of terrorism; in West Africa to establish comprehensive regimes to counter money-laundering and the financing of terrorism, with a focus on the development and enhancement of financial intelligence units; and in Central America to build capacity among prosecutors and the judiciary.
