This instrument is designed to help developing countries measure some critical issues related to “brain drain”.

However, a major challenge associated with remittances is brain drain, particularly in African least developed countries.

In the field of migration, research is carried out by ad hoc networks of stakeholders (policy-makers, experts, NGOs) on African migration that focuses on the promotion of migrants’ rights and addresses the brain drainby shedding light on the challenges raised by skilled migration.

The meeting recalled the chronic brain drainin the area, due to poor economic and career prospects, lack of facilities and equipment.

First, there is a loss of brain power and qualified labour, which will be put to work for another economy even if some may plan to return to the country of origin; and, second, there is a definitive loss when the person trying to emigrate dies in the attempt.

Braindrain isa prevailing challenge in countries of origin, as a considerable proportion of their highly educated people live abroad.

Giving more value to the study of science and scientific careers was considered to be the best means of combating “brain drain”, which is a problem affecting all countries, and not just developing and transitional ones.

The Nepal Research and Education Network (NREN) is a public–private initiative established in 2007 to reverse brain drain and develop research infrastructure.

Participants also highlighted “brain-drain” and excessive capital flight as factors inhibiting industrial development.

At the same time, coordinated measures must be taken to counter the negative effects of “brain drain” on countries that are working to develop their own scientific and technological community and institutional capabilities.

On the other hand, this may also lead to brain drains fordeveloping countries, while unskilled workers in developed countries may face greater job insecurity as migrant workers enter labour markets or jobs are outsourced to other countries.

In addition, bringing scientists the means and opportunities to work in their home countries on locally important research and development and to build meaningful international partnerships is a central aspect of reducing brain drain.

Seven members wished that the CEART experts could have gone deeper into these issues than their mandate actually allows (e.g. EFA, gender, academic freedom, HIV/AIDS, ICTs, brain drain, unqualified teachers in Third World countries, training for the labour market).
