By the same resolution, the Council decided that the mandate of the Force, in addition to carrying out its mandate under resolutions 425 (1978) and 426 (1978), would include, inter alia, monitoring the cessation of hostilities, accompanying and supporting the deployment of the Lebanese Armed Forces throughout southern Lebanon in parallel with the withdrawal of the Israeli Defense Forces, ensuring respect for the Blue Line and assisting the Lebanese Armed Forces in ensuring that the area between the Blue Line and the Litani River is free of any unauthorized armed personnel, assets and weapons, taking all necessary action within its capabilities to ensure that its area of operations is not utilized for hostile activities, and assisting the Government of Lebanon, at its request, in securing its borders and other entry points in order to prevent the entry into Lebanon without its consent of arms or related materiel.

This owes much to the efforts of the Hospital Authority (HA) to enhance communication with staff, to help them realize their potential contribution towards the corporate mission, and to provide them with supporting services and opportunities to participate in decision making.

Of the different possible sources of external financing, namely national programmes, Global Environment Facility (GEF) and the Carbon Fund, the GEF had ruled out co-financing the chiller replacement programme as not being its priority for China and the Carbon Fund required a higher level of certified emission reduction than the chiller replacement scheme could generate.

Several representatives said that any financial resources available to the Fund should be focused on current priorities, including the accelerated phase-out of HCFCs, and that care should be taken not to weaken efforts to protect the ozone layer by considering issues outside the Protocol’s mandate.

Under their duty to protect, States must take appropriate steps within their territory and/or jurisdiction to ensure access to effective remedy through judicial, administrative, legislative or other appropriate means.48 The importance of non-judicial, State-based mechanisms, alongside judicial mechanisms, is often overlooked, as regards both their complaints-handling role and other key functions they can perform, including promoting human rights, offering guidance, building capacity and providing support to companies and stakeholders.

Lastly, the Committee on Conferences requested the Secretary-General to report to the General Assembly at its sixty-fourth session on steps to enhance translation quality, in particular for contractual translation; on the experience, lessons learned and best practices of the main duty stations in performing quality control of contractual translations, including requirements relating to the number and appropriate level of the staff needed to carry out that function; and on the impact of freelance recruitment on the quality of interpretation at all duty stations.

Furthermore, as noted in paragraph 2 above, pursuant to General Assembly resolution 63/266, the Secretary-General has included in his report a projection of the total budget for special political missions for the biennium 2010–2011, which he estimates could amount to some $1,148,739,700, or $319,811,300 more than the provision for special political missions in the proposed programme budget for the biennium 2010–2011 (see A/64/349, para. 78 and annex III).

The Panel also interviewed Ivorian refugees and Liberian returnees to assess the possible locations of Liberian mercenaries and militia who had participated in the Ivorian conflict and who were seeking to return to Liberia.
