The Group is concerned that the authorities in Burkina Faso have done little to investigate the transfers of arms and ammunition from the territory of Burkina Faso to northern Côte d’Ivoire reported by the previous Group of Experts (see S/2009/521, paras. 145-151) and pursuant to the previous Group’s recommendation in this regard (see S/2009/521, para. 501).

I have the honour to inform you that, in accordance with paragraph 1 (i) of Security Council resolution 2046 (2012), and with the decision taken by the Peace and Security Council of the African Union at its 319th meeting on 24 April, the Republic of South Sudan has conveyed in a letter to the President of the Security Council its commitment to an immediate cessation of all hostilities (see annex).

Externalized costs include legacy issues such as obsolete stockpiles and contaminated sites, as well as children whose development has been impaired as a result of prenatal and post-natal chemical exposure; persons whose health has been injured as a result of chemical exposure; persons providing health-care services to such people when the injured are not able to pay for the services; property owners or users whose property value or utility decreases as a result of chemical contamination; fishers, hunters, small farmers and others whose livelihoods are impaired by chemical contamination; indigenous peoples whose way of life has been undermined through contamination of their traditional foods; people whose water supply is contaminated; and others.

They target the general population in hardship areas, where access to healthcare is limited.
