The Council also decided on an exceptional basis and owing to the unique character of the mission, to include the reimbursement of contingent-owned equipment including force enablers and multipliers as described in paragraphs 28 through 36 and 43 of the Secretary-General’s Special Report on Somalia (S/2012/74) and as set out in the annex to resolution 2036 (2012).

It entails raising the troop level to 17,731 uniformed personnel and a set of enablers and force multipliers aimed at achieving a fine balance between the operational requirements and a realistic level of resources through (a) the prioritization of areas of operation; (b) the phasing of the operation without significantly altering the desired objectives; (c) trading force multipliers and enablers for troop levels by maintaining capability; (d) requesting Ethiopia to continue to provide support to Transitional Federal Government/AMISOM operations in the Bay, Bakool and Hiraan regions; and (e) the provision of immediate operational logistics support to the Transitional Federal Government security forces.

The Group believes that vehicles for military use are serious force multipliers (see paras. 232-239 of S/2011/272).

In order to address these issues in a proactive manner and prevent incidents like those that occurred in Malakal in 2007 and in Abyei in 2008, a military capability study was conducted that highlighted the need for reconfiguring the UNMIS military by increasing the combat strength of the Mission to 9,975.

According to ex-combatants, FDLR have sought to reinforce their presence in Rutshuru territory, and there are indications that their strongest battalion, under the command of “Lieutenant Colonel” Evariste “Sadiki” Kanzeguhera (see S/2010/596, paras. 39-40) may be redeployed there soon.

Given that troop mobility was a serious factor affecting the military capacity of the Government of Côte d’Ivoire during the 2002-2004 hostilities, the acquisition of trucks for FDS-CI represents a significant force multiplier in the event of a resumption of violent conflict (see S/2009/521, para. 72).

Even more so, it is premature for Israel, at this stage, to support any advanced military transparency, such as the adjustments to the existing seven categories of the Register to include power projection capabilities and force multipliers or information on transfers of military technology.

I further recommend that the Council authorize the development of an appropriately expanded package of logistical support, including support for enablers and force multipliers, to enable AMISOM to deliver its mandate in line with the new strategic concept.

Eligible COE will include standard enablers and multipliers within the land component, and an aviation component of up to a maximum of 9 utility helicopters and 3 attack helicopters.

This estimate represents a portion of the man-portable air defence systems that are believed to have been destroyed by NATO strikes, as well as those that have been disabled by Libyan-led teams supported by international technicians.

The Secretary-General underscores the need for peacekeeping operations to have the necessary capabilities to undertake their mandated tasks and, in this regard, he highlights ongoing shortages of force enablers and force multipliers such as utility helicopters, armoured personnel carriers and field hospitals.

The authorization of force multipliers and enablers, including helicopters, transport units and possibly maritime assets, would be essential to provide AMISOM with greater operational capability and flexibility to engage Al-Shabaab over sustained periods.

We voted in favour of resolution 2036 (2012) today because it strengthens AMISOM and provides it with more predictable and sustainable resources, including force enablers and multipliers.

The team assessed that the provision of enablers and multipliers was critical to (a) reduce the number of required troops; (b) enhance force protection; (c) support major offensive operations on multiple fronts; (d) the sustainment of forces in austere environments; (e) conduct timely medical evacuation; and (f) protect Mogadishu port and support sea control operations to impact revenues accruing to Al-Shabaab.

The increase in the authorized force level of AMISOM to over 17,000 and the reimbursement of contingent-owned equipment, including force enablers and multipliers, is a major move that could contribute to a much better opportunity to stabilize the recently liberated areas.

UNESCO’s success in shouldering this tremendous responsibility will constitute a reaffirmation of the importance of its role and effectiveness as trustee for the protection of the world heritage shared by all humankind, and will be seen as practical proof of the solidarity of UNESCO’s Member States with one another in furtherance of the lofty principles of UNESCO and in advancement of its noble objectives.
