Particularly noteworthy here is the letter of intent which the Organization signed with Microsoft for collaboration in promoting the effective use of ICTs in teaching and learning; improving lifelong learning opportunities for disadvantaged youth and adults; and exploring the potential to include a Microsoft-based Open Application Sharing platform to UNESCO’s global programmes.

Section II, title X, article 328 of the Family Code states: “When the health, safety, morality or education of a minor are jeopardized or insufficiently protected owing to the immoral behaviour or disability of the father and mother or of the person accorded the right of guardianship, or when, owing to misconduct or unruly behaviour, a minor gives these individuals cause for very serious dissatisfaction or renders them incapable of exercising guidance, the juvenile judge may on his own initiative, at the behest of the public prosecutor or at the behest of the father, mother or guardian, rule that the minor shall, for a period not to extend beyond the date of his coming of age, be visited regularly by a social worker or placed on probation.

This objective comprises, for instance, a review of the legislation currently in force with a view to incorporating within it the general principles of the Convention on the Rights of the Child, promotion of investigations to prevent risk situations and lack of protection among children and adolescents in Spain and the development and consolidation of management systems of a high standard in the specialist services for the protection of minors.

It noted with satisfaction some recommendations, such as the importance of revision and, if necessary, the derogation of laws that favoured impunity for crimes committed during the dictatorship, as well as the improvement of the prison system, specifically the alternative measures to liberty deprivation for minors.

In collaboration with UNICEF, the Ministry is also studying the situation of minors in conflict with the law and is currently reviewing the practical considerations of establishing a juvenile justice system.

The Committee also recommends that the State party collect disaggregated data onthe enjoyment, by children and adults with disabilities, of the rights set out in the Covenant, that the State party use such data to develop laws, programmes and policies to promote equal opportunities for children and adults with disabilities, and that the State party include such information in its next periodic report.

There were, likewise, many elements of tannaitic tradition, especially the midrashic exegesis of the Bible, as well as numerous halakic interpretations, lexicographical and material, which were ready for incorporation into the Talmud in its more restricted meaning of the interpretation of the Mishnah of Judah I. Further to paragraph 30 of document A/65/185, Panama noted the need to clarify several important concepts and terms like “criminal accountability”, “United Nations officials” and “experts on mission” and stated that its law criminalized sex trafficking, sex tourism and pornography with minors; misconduct by public servants; crimes against the juridical personality of the State; and crimes against humanity.

Topics included the demographic dynamics of adolescents and youth, including fertility and family formation, youth health and mortality; sex education and family planning for young people; and youth and socio-economic development, including education, employment, transition to adulthood and economic independence and intergenerational issues related to youth.

(f) Outlined the steps that her Government, in collaboration with the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), had taken since November 2009 to address sexual violence against minors,and emphasized that the improvement of the legal system and the strengthening of capacities of the national police were two key steps taken to enhance child protection.
