Among its major achievementsare the further consolidation and implementation of the UNESCO Climate Change Initiative and its core programmes on climate knowledge, climate change education and public awareness, the UNESCO Climate Change Adaptation Forum and the Global Climate Change Field Observatory of UNESCO Sites.

Cuba congratulated Ethiopia on the results achieved to date and urged it to continue its efforts.

Among the most important are the secular rise in food prices and the resulting nutrition scarcity; extreme volatility in commodity prices during the past four years, which has had negative cumulative effects on growth and has threatened to unwind hard-earned developmental successes, not least by inducing inflation in least developed countries that were otherwise following sound macroeconomic policies; lingering effects of the international financial crisis and subsequent adjustments; and undermining debt sustainability by increasing debt levels through borrowing for budgetary support, and by lowering growth prospects for many least developed countries.

The Committee for the United Nations Population Award selected the Asian Forum of Parliamentarians on Population and Development in recognition of its pioneering achievements in: (a) developing the role of parliaments in the Asia and the Pacific region to achieve the goals of the International Conference on Population and Development through national parliamentary committees on population and development, which have become a worldwide model; (b) contributing to the establishment of regional parliamentary forums in Africa and Europe; (c) promoting parliamentary action on population and development issues by facilitating dialogue within and among parliaments; and (d) strengthening the knowledge and capacity of parliamentarians to advocate, initiate and adopt legislation on population and development, reproductive health, family planning, HIV and AIDS, poverty, youth issues, gender equality and the elimination of violence against women.

As we reflect on the historic achievement of the parties to the Comprehensive Peace Agreement in holding a peaceful and credible Southern Sudan referendum, all the people of the Sudan can be assured of the commitment of the United Kingdom to support them in building a peaceful and prosperous future.

(c) The efforts exerted by the Council of Arab Ministers of Health, in cooperation with member States, with a view to implementing Goal 4, concerning the reduction of infant mortality rates, Goal 5, concerning the improvement of maternal health, and Goal 6, concerning the fight against contagious diseases, and the achievements that have been realized by Arab States in those respects.

Allow me to register a particular concern about the instability of legal frameworks on women’s rights in post-conflict countries and the threat of a loss of gains on women’s legal rights.

At this historic event – the Cartagena Summit on a Mine-Free World – the States Parties to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, while inspired by their collective achievements, expressed their will to strengthen their efforts to overcome remaining challenges.

The Russian Federation had made a number of major achievements in the development of its transportsystem,including: (a) completion of the construction of Chita-Khabarovsk road, which provided a seamless transport connection between the eastern and western borders; (b) progress in the implementation of the project for the rehabilitation of the trans-Korean railway; (c) reduction of transit time on the Trans-Siberian Railway to seven days (Transib 7 days) by 2015; and (d) the use of satellite tracking systems with the Global Orbital Navigation Satellite System (GLONASS) and GLONASS with the Global Positioning System (GPS).

The Commission noted that the development agenda beyond 2015 would need to build upon the lessons learned and achievements of the Millennium Development Goals and the outcome of the Rio+20 Conference.

To build on achievements thus far and deliver on the promises of the Millennium Declaration, collective action must be taken to address the special needs of the least developed countries.

Organized by the Department of Public Information and the Department of Peacekeeping Operations in collaboration with the non-governmental organization Culture Project, the concert employed a kaleidoscope of art forms, including segments from a new documentary, “The War Against War”, directed by Fisher Stevens, who showcased the achievements and importance of United Nations peacekeepers and the formidable challenges that they face in protecting victimized and vulnerable populations.

The fifth Forum was intended to contribute towards improving understanding and strengthening regional consensus in terms of sustainable policy options, and technological and institutional measures that promote sustainable and low-carbontransport; address and identify opportunities for collaborative actions and partnerships, including an international financial mechanism for implementing affordable, economically viable, socially acceptable and environmentally sound transport systems in developing countries; illustrate innovative initiatives, achievements, and good practices for improving the public transportation system, increasing fuel efficiency, and greening freight transport; facilitate international cooperation for capacity-building activities, including wider-scale adoption and proliferation of various environmentally sustainable transport measures at the local and national levels; and enhance regional input to the nineteenth session of the Commission on Sustainable Development.
