In other words, either the prohibition (explicit or implicit) of the reservation or alternatively its incompatibility with the object and purpose of the treaty constitutes the necessary and sufficient condition for its impermissibility.

High-handed policies to maintain illegal occupation were doubly disastrous owing to their direct effect on lives and livelihoods on the ground and to their negative impact on the broader peace process, the only light at the end of a long tunnel of conflict and violence.

The lack of basic services poses a continuous health threat.

The scope of organized violence committed by these groups, their substantial economic power, capacity to corrupt authorities and State institutions, links with local authorities and local networks of influence, their impact on social actors and the alarming levels of violence against civilians make them a daunting challenge to the rule of law.

In Tajikistan four features form accordingly the basis of the UNDAF, namely decline in the quality of and access to many basic services (e.g. education and health) and the demanding mountainous terrain (sustainable management of natural resources, disaster preparedness), a tentative appearance of democratic values (accountability of decision-making, rule of law and human rights and regional stability), and greater household and community initiative in rebuilding their livelihoods (economic opportunities, access to clean drinking water).

(c) That the Country had submitted annual implementation reports in the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and thatthe rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

Some delegations expressed the view that the level of “other desmethylsterols” in rice bran oil should be deleted from Table 3 and reconsidered by the Committee on Fats and Oils (CCFO) for the following reasons: it was not a significant identity characteristic for the authenticity of rice bran oil, which was adequately determined by the specific desmethylsterols mentioned in the Table; the methods of analysis were complex and the reference materials were not easily available, which created difficulties especially for developing countries; and, as it appeared from a study that low levels of other desmethylsterols could be found in rice bran oil, the “ND” level included in the current Table was not adequate.

In this regard, as it has done before in the Council, Mexico reiterates its deep concern about the violence unleashed over the past 19 days and condemns the Israeli army’s excessive use of force in Gaza, as well as the launching of rockets into Israeli territory from the Gaza Strip by Hamas, which has also resulted in deaths and injuries among the civilian population.

This created complex overlapping areas of control and influence, and for some groups the conflicts became as much about access to resources as about pursuing ideological goals.

In this regard, we are compelled to reiterate that East Jerusalem is an integral part of the Occupied Palestinian Territory, it remains occupied, and that, in the context of the two-State solution for peace — on which there is a clear international consensus on the basis of international law, United Nations resolutions, the Arab Peace Initiative and the Quartet road map — it is to be the future capital of the State of Palestine.

Natural disasters had displaced a number of communities and caused emotional trauma, problems with food security and access to land, and had exacerbated violence against women.

The continued threats by the Government of the Sudan to revoke the licence of non-governmental organizations and expel their staff as well as the staff of United Nations agencies have created an atmosphere of fear among the staff of the humanitarian non-governmental organizations and United Nations agencies, and undermined their ability to freely carry out their respective mandates, further limiting the access of the civilian population to humanitarian relief.

There were, likewise, many elements of tannaitic tradition, especially the midrashic exegesis of the Bible, as well as numerous halakic interpretations, lexicographical and material, which were ready for incorporation into the Talmud in its more restricted meaning of the interpretation of the Mishnah of Judah I. When this Mishnah became the standard halakic work, both as a source for decisions of questions of religious law, and, even more especially, as a subject of study in the academies, the Talmud interpretation of the mishnaic text, both in theory and in practise, naturally becamethe most important branch of study, and included the other branches of traditional science, being derived from the Halakah and the Midrash (halakic exegesis), and also including haggadic material, though to a minor degree.

With a view to promoting the direct participation of civil society, hearing its members’ opinions and obtaining inputs for the improvement of public policies on disability, CONADIS, as the technical secretariat of the multisectoral commission responsible for following up on and developing measures to implement the Convention on the Rights of Persons with Disabilities, invited associations of persons with disabilities and their relatives to take part in the election of the five representatives of persons with disabilities and their families who are to sit on the commission.

According to the author, such regulation establishes a climate of fear in which writers, editors and publishers become increasingly reluctant to report and publish on matters of public interest.

It also noted that the Subregional Office had built two-way linkages between ESCAP headquarters and member States, established working relations with sectoral ministries and governmental organizations andforged partnerships with financial institutions and intergovernmental organizations based in North and Central Asia.

Besides Father Paulinus, already mentioned, are the Abbé Roussel, who was chosen to assist in completing the translation of the voluminous "Bhagavata Purana", begun by Burnouf, and who has besides published interesting studies on Hinduism; the Abbé Dubois, who published a masterly exposition of Modern Hinduism under the title "Hindu Manners, Customs and Ceremonies" (Oxford, 1897); and Father J. Dahlmann, SJ Finally, it is but fair to note that considerable excellent work is being done by native Hindu scholars in translating and interpreting sacred Hindu texts.

Israel’s continuation of such illegal policies and practices, in addition to its continuing illegal, inhumane and shameful blockade of the Gaza Strip and the immeasurable suffering and trauma it is inflicting on the 1.5 million civilians imprisoned there, constitutesyet further irrefutable evidence of the occupying Power’s abject disregard for international law, including humanitarian and human rights law, as well as its rejection of the legitimate, inalienable and internationally recognized rights of the Palestinian people to self-determination and freedom in their homeland.

One delegation suggested that this work be initiated in an informal manner until the CCFFV finalized some of the ongoing work, stressing that the task of the Codex Alimentarius Commission was to elaborate globally applicable standards even if it was difficult.

(b) To engage in programmes of education, relating to the above purposes; to join in partnership with economists and others to increase public understanding and to educate policymakers and citizen advocates that nuclear and other weapons represent a threat to the existence of human life and civilization, and that disarmament and development are interdependent goals; and to promote greater understanding of the full range of economic causes, costs and consequences of violent conflict

Direct fallouts of the conflict include: death and destruction of personal and collective property, internal displacement of persons and refugees, impeded economic development and strain on limited economic resources, psycho-social trauma, the need for rehabilitation and reintegration of ex-combatants including child soldiers, and a climate of insecurity and fear due to threats posed byterrorist activity.

The Committee noted that strains on land and water resources posed threats to food security in the region, and recognized the need to promote integrated land and water resource management and to pursue policies and programmes oriented towards sustainable agriculture.
