By making belligerent statements and threats of starting a war, multiplying its military budget and organizing subversions and provocations on the border with Armenia and the line of contact with Nagorno Karabakh, the Azerbaijani side not only creates obstacles for peaceful negotiations but also poses a real threat to regional security.

Reaffirming the need for an exclusively peaceful solution to the Nagorny Karabakh issue, we emphasize the importance of the early completion of work on the basic principles for solution of the Nagorny Karabakh issue, mediated by the OSCE Minsk Group Co-Chairs, on the basis of the principles and norms of international law, the Charter of the United Nations, the Helsinki Final Act, in particular the provisions concerning the non-use of force or threat of use of force, the territorial integrity of States, equal rights and the right of peoples to selfdetermination.

It is regrettable that Azerbaijan is once again misusing and misinterpreting the report of the Field Assessment Mission, just as in 2005, in order to justify its militaristic rhetoric and to move the discussions on the Nagorno-Karabakh conflict to other formats which can be harmful for the peace process in the framework of the OSCE Minsk Group.
