The Special Rapporteur would like to highlight paragraph 6 (a) of Human Rights Council resolution 8/8 (2008), in which the Council urges States to “take persistent, determined and effective measures to have all allegations of torture or other cruel, inhuman or degrading treatment or punishment promptly and impartially examined by the competent national authority, to hold those who encourage, order, tolerate or perpetrate acts of torture responsible, to have them brought to justice and severely punished, including the officials in charge of the place of detention where the prohibited act is found to have been committed, and to take note, in this respect, of the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Principles) as a useful tool in efforts to combat torture”.

In hot pursuit of environment-friendly society and innovative lighting, around the year 2000, Mr. Shen Gumao predicted that a better new illuminant must appear in the early 50 years of the 21st century, which is closely connected with the progress of electron device and electronic circuit; and he also forecasted that there would be two excellent illuminants in the future, one of them, the semiconductor LED, and the other one, electrodeless discharge illuminant, namely induction lamp, whose lighting effect and color rendering would obviously be increased in comparison with traditional lights and which would be energy-saving and pollution-free.

At the Nairobi Summit, the States Parties, in recognising that “universal adherence of the Convention will be an important object of cooperation among States Parties” during the period 2005 to 2009, adopted a number of important commitments.6 These included that “all States Parties will call on those States that have not yet done so to accede to the Convention as soon as possible” and that “all States Parties will persistently encourage those signatories to the Convention that have not yet done so to ratify it as soon as possible.

The international community must persistently condemn and combat all criminal measures taken by the Israeli occupying forces, endeavour to detect and remove landmines and cluster bombs that killed innocent children in Palestine, Lebanon and the Syrian Golan, and end the blockade on the Gaza Strip, which had led to a sharp rise in the child death toll.

Expresses its deep appreciation and warm congratulations to the Special Rapporteur, Mr. Alain Pellet, for the outstanding contribution he has made to the preparation of the Guide to Practice on Reservations to Treaties through his tireless efforts and devoted work, and has no doubt that the Guide to Practice will be a valuable tool in solving numerous problems posed by reservations to treaties and interpretative declarations.
