The delegation of the Islamic Republic of Iran was of the view that affordable antiretroviral treatment (generic drugs) should be provided to all people living with HIV, including through assistance by developed countries, and that intellectual property rights should not hinder access to such treatment.

The Ministry is working to codify legislation that takes account of constitutional and international provisions on human rights (Nationality Code, act on people living with HIV/AIDS), the need to improve the functioning of the courts (act on personal status courts, act instituting judges responsible for the execution of sentences, legislation being developed to change the Supreme Court to a court of cassation, decree on the status of prison officials, etc.) and to revitalize the work of the members of the judiciary (Status of the Judiciary Act) with the aim of improving the efficiency of the legal system and access to justice.

Government’s strategy for protectingthe rights of persons living with HIV/AIDS revolves around the following programmes: National Strategic Framework on HIV/AIDS in Nigeria (2005-2009); Setting up of the National Agency for the Control of Aids (NACA) and its equivalent in the States and Local Government Areas; Public awareness campaign in the media on the rightsof people living with HIV/AIDS; Creation of state associations of HIV-positive persons known as Network of People Living with HIV/AIDS in Nigeria (NEPWHA); Establishment of National Women Coalition on HIV/AIDS, NAWOCA; Expansion [...][...]

Given various statistical data on the dynamic nature of health in Namibia, the Government is fully informed that the Millennium Development Goal to reduce child mortality by two thirds by 2015 can only be achieved if national mortality is halved during the same period (Republic of Namibia, 2007; road map:4); and that without nutritional surveillance and promotion of maternal and child nutrition, as well as improving the national status of nutritionamong the vulnerable groups (particularly women, children, and people living with HIV/AIDS); prevention of HIV transmission from mother to the unborn child through the use of antiretroviral treatment; and improvement of the infrastructure for health services, Millennium Development Goals 3, 4, 5, and 6 may not be achieved by 2015 (OECD, 2008:488; Republic of Namibia, 2010:3-4; Republic of Namibia, 2008.

In this declaration, Member States committed to clear targets to ensure that by 2015 no more children will be born with HIV, to close the global resource gap for AIDS and to work towards increasing funding to between $22 billion and $24 billion by 2015, to increase universal access to antiretroviral therapy to get 15 million people onto life-saving treatment by 2015, to reduce tuberculosis deaths among people living with HIV by 50 per cent, and to reduce the transmission of HIV among people who inject drugs by 50 per cent.

As the world’s leader in the production of generic drugs, India has taken the lead in providing affordable, first-line antiretroviral drugs used to treat people living with HIV.

Key elements of the strategy are the protection from discrimination and stigmatization of personsliving with HIV, the establishment of HIV/AIDS coordination bodies at the national level, the development of multisectoral strategies, and the building of partnerships with civil society, including people living with HIV.

The entire process seeks to engender political commitment towards addressing the needs of key populations, especially drug users and people living with HIV.

Recent evidence suggests that co-trimoxazole prophylaxis for all people with HIV as part of a Basic Care Package and alongside ITNs has the potential to reduce mortality and morbidity and to delay the need for anti-retroviral therapy.

It is estimated that, in the region, 35 per cent of women living with HIV were infected through the use ofcontaminated injecting drug equipment.

The United States of America welcomed the efforts made to provide free treatment for those living with HIV/AIDS and the Congo’s willingness to allow independent monitoring of its prisons, also to ensure separation of women, men and children in detention centres.

Measures taken to increase awareness and information in various accessible formats, including in Braille, for HIV/AIDS and malaria prevention Based on the conviction that the sole antidote for the spread of HIV/AIDS and of the stigmatization of personsaffected by HIV/AIDS is the provision of relevant, appropriate information, in November 2009 the President of the Peruvian Press Council, the Resident Representative of UNDP in Peru and the Coordinator of the Joint United Nations Programme on HIV/AIDS (UNAIDS) for Peru, Ecuador and Bolivia launched the second round of the very special campaign entitled “Pictures to Combat Stigmatization and Discrimination against Persons Living with HIV/AIDS”.
