The extortion of its citizens by ruthless and callous warlords; the mushrooming and proliferation of piracy along its coasts and adjacent sea lanes; the unconscionable plundering of its maritime resources by extraneous forces; the instrumentalization of the weak and fragmented entities by neighbouring countries both to extract unfair and illicit agreements or to use these fragile mini-States as an appendage of their domestic economies are some of the disturbing realities that this simmering Somali situation has given rise to.

As Eritrea emphasized at the time (S/2009/658), those unwarranted and unbalanced measures, and particularly the lopsided arms embargo, were fraught with dangerous consequences for regional peace and stability as they could potentially encourage Ethiopia to contemplate reckless acts of further aggression and subversion against Eritrea.

Such actions must be complementary to those actions being taken by the sporting movement under the Code, as any lack of harmonization between the two instruments has the potential to be exploited by unscrupulous individuals to perpetuate doping in sport.

Moreover, among countless other violations, the occupying Power has attacked medical workers and clearly marked ambulances, wantonly destroyed public and civilian infrastructure and institutions, targeted United Nations schools and buildings, denied access to medical treatment for the sick or wounded, and used Palestinian civilians as human shields, all the while continuously denying an entire population their most basic rights, including the right to food and water.

Meanwhile the world is beset by persistent mass poverty, huge and growing income disparities, looming food and water shortages, all now complicated by a world recession brought on by reckless financial manipulation and speculation and the failure of the United States and other Governments to properly regulate finance and other sectors.

We must also achieve agreements and forge consensus on other topics of equal importance, such as the ongoing rise in demand for energy; energy security; the volatility of oil prices, which have a negative impact on the economies of countries such as El Salvador, which depend entirely on imports of such commodities; and the unsustainable use and unbridled exploitation of natural resources, including water, biological diversity and raw materials.

However, the aspirations of these protocols are still being flouted with impunity, blighting the future of children, both in peace and in war.

We have transmitted to the Secretary-General and the Council official complaints in this matter, calling on the United Nations, particularly the Council, to shoulder their responsibilities and take measures to compel Israel to immediately halt its blatant violations of international law and relevant United Nations resolutions, particularly resolution 497 (1981).

These crimes are nearly always carried out with impunity.

That achievement builds on the gains Haiti has made, with the support of the United Nations Stabilization Mission in Haiti towards security, respect for basic freedoms and an end to the State-sponsored violence that was carried out with impunity for so long.

Such reprehensible actions show that the Israeli Government intends to continue its adopted unlawful policy of discrimination and contempt towards Palestinian Muslim and Christian holy places as it has been doing for over 62 years with impunity.

At a time when the international community is fully and responsibly focused on promoting an environment conducive to the achievement of a peaceful settlement of the Israeli-Palestinian conflict and seeks serious and coordinated action to salvage the prospects for realizing the two-State solution on the basis of the pre-1967 borders, Israel, the occupying Power, in word and in deed is demonstrating its deliberate intent to ensure the failure of these efforts as it continues to recklessly defy the rule of law and the position and will of the international community and to choose continued occupation and conflict over peace.

Unfortunately, such acts of aggression against African marine resources are exacerbated by the fact that most African countries lack the necessary resources and capacity to monitor their shores effectively, which has given rise to many problems, in particular piracy off the coast of Somalia, the exploitation and exhaustion of Somalia’s resources and the unscrupulous dumping of toxic wastes off the coast of Somalia, which has exacerbated the problems caused by piracy, making it uncontrollable over the past few years.

Cuba denounces this provocation by Posada Carriles, which proves that this terrorist circulates freely and with total impunity in United States territory, and it holds the United States Government responsible for any consequences that might result from such provocations against Cuban Mission premises and staff, which are condoned by the United States authorities.

In this regard, we regret to reiterate that continued international inaction has clearly emboldened Israel in its defiance and intransigence.

The Palestinian people in the Gaza Strip are confronting genocide under the very nose of the Security Council, and the Israeli occupying Power is clearly and flagrantly violating its obligations under international law and international humanitarian law.

All negotiations with the occupying regime have so far proved futile, while the continued inaction of the Security Council has made the regime more audacious in pursuing its inhuman policies.

The practices of flagrant extortion, banditry, piracy and wanton killing of civilians and ransacking of their property are war crimes that cannot be justified by the absence and fragmentation of central political authority.

Let us today send a strong signal from the Assembly that transnational organized crime must be stopped before it spreads even more fear, poverty and violence with impunity.

Then came the conquest and colonization, which called these communities and cultures “primitive” and “savage” and promoted the so-called civilization of the Western world with an economic system that was and remains based on unbridled development, the looting of the natural resources of our Mother Earth and of our oceans.

Undoubtedly, the international community’s failure to hold Israel accountable for its violations and war crimes has reinforced Israel’s impunity and lawlessness, allowing it to continue to use military force and collective punishment against the defenceless Palestinian people under its occupation.

the indiscriminate and massive Israeli air strikes and shelling on Lebanese towns and villages in 2006 targeting civilians, civil infrastructure and private properties which constitute a serious breach of the principles of the Charter of the United Nations, international law and international humanitarian law, and blatant and flagrant violations of human rights.

Thus, as early as in the mid-XVIth century, in his memorable account of the cruel destruction of the Indias (1552), Bartolomé de Las Casas, invoking the recta ratio and natural law, boldly denounced the massacres and the destruction of the villages, of the inhabitants of the Indias, perpetrated with impunity by the colonizers60 .
