Algeria was saddened that joining the block position of a group of countries, Portugal had not accepted the recommendation of Algeria and many other countries to adhere to a core human rights instrument, the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, although Portugal had long been a country of origin of migrant workers and was well placed to understand the suffering and indignity to which migrants were exposed.

These Security Council resolutions are clear, focused and strong, and all of them, among other provisions, reaffirm the applicability of the Fourth Geneva Convention to the Palestinian Territory occupied by Israel since 1967, including East Jerusalem; deeply regret, deplore and condemn the deportation by Israel, the occupying Power, of Palestinian civilians from the Occupied Palestinian Territory (resolutions 468 (1980), 469 (1980) and 484 (1980) specifically concern the deportation of the Mayors of Al-Khalil (Hebron) and Halhoul and the Sharia Judge of Al-Khalil (Hebron)); call upon Israel to rescind the orders to deport Palestinian civilians; and call upon Israel to ensure the safe and immediate return to the Occupied Territory of those already deported and to desist forthwith from deporting any other Palestinian civilians.

In the case of people of African descent, this may entail ensuring the provision of bilingual education where relevant, and ensuring that curricula value and respect the history, culture and contributions that people of African descent have made to their nations and global development in order to promote their recognition within society and a sense of identity, particularly for children and young people of African descent.

The Meeting also called on all States Parties to recommit, even in difficult financial times, to realising a world without anti-personnel mines, where the rights of all are respected and where all women, girls, boys and men can live in dignity and prosperity.

Accordingly, it is proposed that 1 general temporary assistance position of Child Protection Adviser at the P-4 level be continued in order to ensure the integration of the protection, rights and well-being of children affected by armed conflict into all aspects of peacekeeping policies and programmes at the Headquarters level.

There is a need for a number of additional measures such as succession planning to determine whether retiring staff are best replaced by developing existing staff or recruiting from outside the Organization; the development of competency frameworks for staff at the P-1 to P-4 levels and staff in the General Service category; the development and implementation of training and development plans to support the competency frameworks; and appropriate contractual arrangements and benefits that promote UNESCO as an employer of choice.
