At the same session, the General Assembly invited Member States to provide their suggestions in relation to the overall theme, the agenda items and the topics for the workshops of the Thirteenth United Nations Congress on Crime Prevention and Criminal Justice, and requested the Secretary-General to report to the Commission on Crime Prevention and Criminal Justice at its twenty-first session on the suggestions made by Member States; recommended that, in order to strengthen the outcome of future crime congresses, the number of their agenda items and workshops be limited, and encouraged the holding of side events that are focused on, and complement, the agenda items and workshops; and requested the Commission to approve at its twenty-first session the overall theme, the agenda items and the topics for the workshops of the Thirteenth Congress (resolution 66/179).

Some countries have or made considerable efforts to implement simple and transparent rules of origin for least developed country products, but other serious obstacles to trade remain, including non-tariff barriers that are inconsistent with World Trade Organization rules and obligations and supply-side constraints, in particular lack of infrastructure and modern technologies and energy deficiency.

The General Assembly reaffirmed that the Palestine refugees were entitled to their property and to the income derived therefrom; requested the Secretary-General to take all appropriate steps, in consultation with the United Nations Conciliation Commission for Palestine, for the protection of Arab property, assets and property rights in Israel; urged the Palestinian and Israeli sides, as agreed between them, to deal with the important issue of Palestine refugees’ properties and their revenues within the framework of the final status negotiations of the Middle East peace process; and requested the Secretary-General to report to the Assembly at its sixtyfifth session on the implementation of the resolution (resolution 64/90).

Moreover, the Republic of Azerbaijan considers historical assertions of the Armenian side, a vivid example of which is the reference by the President of Armenia to the occupied Daghlyq Garabagh region of Azerbaijan as allegedly the occupiers’ “historical land” or “fatherland”, as false and having the sole purpose of misleading the international community and justifying the policy of violent territorial expansionism.

Finally, Uganda will continue to support all the parties in the Middle East in their efforts to achieve comprehensive peace based on the vision of a region where two democratic States, Israel and Palestine, live side by side in peace within secure and recognized borders, as envisaged in Security Council resolution 1860 (2009) and other relevant Council resolutions.

The successful contract would use land release processes in accordance with IMAS to confirm the presence of the minefields and accurately define their extent, fence them on all sides and then confirm that the other land within the designated area is free from ERW and safe for release to public use.

We continue to strive with full commitment towards the goal of a peaceful settlement of the conflict that will bring a complete end to the Israeli occupation of our land; that will allow the Palestinian people to realize their right to self-determination and to live in freedom and dignity in their independent State, with East Jerusalem as its capital, side by side with Israel and all other neighbours in peace and security on the basis of the pre-1967 borders; and that will achieve a just and agreed solution to the plight of the Palestine refugees on the basis of international law and United Nations resolutions.

In order to maintain momentum and build supply-side capacities, the delegation requested technical assistance from the secretariat in areas such as small and medium-sized enterprise development and technology transfer.

The Chairperson suggested that there were several ways in which the Commission could contribute: (a) by requesting, once more, that the Chairperson of the Commission make a statement at the annual ministerial review to highlight the contributions of population and development issues to the implementation of the internationally agreed goals and commitments in regard to global public health; (b) by inviting the President of the Council to address the Commission under item 6 of its agenda for the forty-second session in order to launch a discussion on the relevance of population issues to the attainment of the goals and commitments on global public health; and (c) by requesting the Secretariat to look into the possibility of organizing a side-event at the time of the annual ministerial review that would highlight the interrelations between population issues and global health.

In addition to national best practices, the side event focused on the relevance of existing regional bodies and initiatives in the area of food security and nutrition such as the Asia and the Pacific Regional Food Security Framework among the FAO, ADB and IFAD; the Regional Thematic Working Group on Poverty and Hunger; the Association of South East Asian Nations (ASEAN); South Asian Association for Regional Cooperation (SAARC); and the Pacific Islands Forum.

In view of the above, Abkhazia once again appeals to the United Nations to allow the representative of the Republic of Abkhazia to speak during the debate on the conflict between Abkhazia and Georgia so that members of the United Nations may listen to both sides and make the right decision for the sake of the people concerned.

Furthermore, two side events were organized by UNESCO on education and the role of culture for development, with the participation of representatives of Member States at the highest level, heads of United Nations system and intergovernmental organizations, civil society, the private sector and the media.

Emphasizing the importance of the safety and well-being of all civilians in the whole Middle East region, and condemning all acts of violence and terror against civilians on both sides

The Ministry for Human and Minority Rights signed a Memorandum of Cooperation with more than 150 NGOs, by which both sides obliged themselves to ensure regular future exchange of information on activities connected with the preparation, adoption and implementation of laws and strategies in the area of respect for human rights and fundamental freedoms, in connection with the production of reports on the implementation of accepted international obligations, as well as in connection with other activities falling under the competency of the Ministry.

However, the institutions are making serious efforts to overcome those difficulties and IESALC, on its side, is also seeking extrabudgetary funds to support its activities in a more diversified way.

Courage and leadership is needed at this critical juncture in our region to ultimately end this prolonged tragedy and bring peace and security to the Palestinian and Israeli peoples with the achievement of a lasting, comprehensive peace based on the two-State solution of an independent, sovereign and viable State of Palestine, living side by side in peace and security with Israel on the basis of the 1967 borders, and the achievement of a just solution to the problem of the Palestine refugees in accordance with resolution 194 (III) of 1948.

On the micro front, with the closure and relocation of the competitor port, Hangyang Port to the Yanglou area, where the WIT Port is located, planned to take place in mid 2011, the Directors welcome the opportunity for the WIT Port to compete on an equal footing with the Hangyang Port in terms of the land side transportation costs for the first time and to attract more Wuhan sourced containers with higher tariff rates to the port thereby increasing the Group’s Wuhan sourced cargo revenue and market share in 2011.

As the discussions on reciprocity explained, one side’s unlawful use of civilian shields, for example, does not affect the other side’s obligation to ensure that airstrikes do not kill civilians in excess of the military advantage of killing the targeted fighters.

Against this it is argued, from the public health point of view, that such data should be in the public domain because they contain important medical information not available elsewhere and that excessive secrecy has undesirable effects (for example, the data might be usefully reanalysed to understand side-effects only detected after marketing).

Commending the efforts of the United States of America in pursuing vigorously a two-State solution, noting the commitment of the Quartet to remain actively involved and the need for strong international support to promote the peace process, and calling for the resumption and acceleration of negotiations between the Israeli and Palestinian sides towards a comprehensive resolution of the Arab-Israeli conflict, on the basis of relevant Security Council resolutions and the terms of reference of the Madrid Conference, in order to ensure a political solution, with two States – Israel and an independent, democratic, contiguous and viable Palestinian State – living side by side in peace and security

Nigeria also proposed that the International Year should be observed within the United Nations on a system-wide basis and all specialized agencies and other United Nations bodies be requested to include observance of the International Year; that a unit be established in OHCHR to coordinate the activities of Afro-descendant NGOs to enable their participation in activities marking the International Year and in subsequent meetings of the Working Group; and also that OHCHR organize forums and seminars or side events during the regular sessions of the Human Rights Council, on the situation of people of African descent.

The Commission called on member countries to cooperate in providing appropriate aid for trade to build the supply-side capacities of countries with needs in that area and ensure that developing countries could participate in regional value chains.
