I refer to the events that are taking place in Syria; the deliberate distortion by certain States of what is happening; and the encouragement, arms and finance which some of them are providing to the armed terrorist groups, and should like to clearly set out the health situation in the Syrian Arab Republic and some of the challenges that are being faced by the health sector.

The Law on Political Parties stipulates that the activities of a political party may not be aimed at a forced overthrow of the constitutional order and impair the territorial integrity of the Republic of Serbia, infringe the guaranteed human or minority rights or incite andinstigate racial, national or religious hatred.

Article 220 of the Criminal Code provides for the application of a fine from 200 to 800 conventional units or to imprisonment from 2 to 7 years for pander activity (including against minors).

Calls upon States to ensure accountability for acts of torture and other cruel, inhuman or degrading treatment or punishment, and stresses that the competent domestic authority must promptly, effectively, independently and impartially investigate all allegations of such acts and wherever there is reasonable ground to believe that such acts have been committed and that thosewho encourage, order, tolerate or perpetrate such acts must be held responsible, brought to justice and punished in a manner commensurate with the severity of the offence

They egged the group on to perpetrate shelling from Yonphyong Island, even providing “information about the north” and giving prompt support with the latest military hardware, including F-22 Raptor fighters.

The responsibility of police officers who commit acts of torture or inflict illtreatment on detained persons, as well as the responsibility of senior officers who instigate, encourage, consent to or acquiesce in such acts, must be fully investigated both through internal police monitoring mechanisms and through competent prosecutorial and judicial authorities.

As far as the task force is aware, no civilians who may have aided and abetted underage recruitment have faced criminal prosecution.

The decision taken in November 2007 by the Diplomatic Security Service and the New York Police Department to unilaterally remove the police protection from the Mission not only facilitates but is also an incentive for such hostile and provocative activities against the Mission.

The Law on the Association of Citizens envisages that the competent body shall temporarily ban the organization of a public gathering aiming to violently overthrow the Constitutional order, impair the territorial integrity and independence of the Republic of Serbia, infringe the Constitution-guaranteed individual and citizen freedoms and rights, incite and instigate national, racial and religious intolerance and hatred.

It is a source of grave concern that those who have chosen not to accede to the NPT not only are not subject to any pressure to do so but are also encouraged and rewarded in different ways.

In response to this request, on 3 March, the Prosecutor clarified that senior political and business leaders associated with the main political parties organized, enticed and/or financed attacks against the civilian population on account of their perceived ethnic and/or political affiliation pursuant to or on furtherance of a State and/or organizational policy.

Homicide at the request of the victim, incitement or help to commit suicide and forced abortion also constitute criminal offences.

All national and international interlocutors stressed the need to develop better coordinated, regional approaches to address the illegal transfer of weapons across borders and prevent them from being used to instigate armed violence in the Sahel or bolster old rebellions in the Niger and Mali.

Israeli public policy encourages settlements in the occupied Palestinian territory, particularly in East Jerusalem, through Government bonuses and incentives to encourage the transfer of Israeli civilians to Palestinian territory, in contradiction to international law.

The rationale behind this provision is to prompt the adoption of measures againstpersons who may encourage and facilitate doping in sport, but can not be held accountable or penalized for these actions because they are not actual members of sporting organizations and are therefore not bound by the World Anti-Doping Code (hereinafter “the Code”).

The actions by both Israel, the occupying Power, and its illegal settlers, who are funded, protected and encouraged by the occupying Power, threaten to incite further anger and violence and endanger the prospects for peace talks to resume in order to reach a peaceful settlement of this conflict.
