Equally relevant are the Convention on the Elimination of All Forms of Discrimination against Women, article 12, concerning the obligation of States to eliminate discrimination against women in health care; the Convention on the Rights of Persons with Disabilities, article 25 (b), which requires that health services be “designed to minimize and prevent further disabilities, including among children and older persons”; and the International Covenant on Civil and Political Rights, article 7, which prohibits torture or cruel, inhuman or degrading treatment or punishment and includes the prohibition of medical or scientific experimentation without free consent.

States must respect and promote the rights of children living in poverty, including by strengthening and allocating the necessary resources to child protection strategies and programmes, with a particular focus on marginalized children, such as street children, child soldiers, children with disabilities, victims of trafficking, child heads of households and children living in care institutions, all of whom are at a heightened risk of exploitation and abuse.

Data such as highresolution topographical information, which would provide the fundamental baseline for coastal vulnerability studies, wave impact and inundation modelling, is almost entirely absent; thus much of what is understood regarding coastal vulnerability in the Pacific islands region is inferred or based on inadequate baseline data.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

Two major projects have been implemented, one to improve teacher-training modules, the other to promote preventive education for children in difficult situations, in particular street children, with the dual aim of: (i) giving children, in particular underprivileged children, access to the fundamental rights set out in the Convention on the Rights of the Child, and (ii) protecting or lessening the impact of the epidemic on this highly vulnerable section of the population.
