The Conference highlighted synergistic opportunities related to restoration of degraded lands and forests, through reforestation, forest rehabilitation and agroforestry, and requested FAO to support member countries in these efforts, noting the increased demand for land and water resources.

The expression “may, however, be included” reflects the optional nature of this divergent practice, whereas the final qualification “if no contracting State or contracting organization is opposed in a particular case” safeguards the application of the principle established in paragraph 1 should any one contracting State or contracting organization be opposed to that inclusion.

Recognizing the importance of regional collaboration and sharing of knowledge and experiences, the Conference requested FAO to facilitate the formulation of a regional strategy for mainstreaming climate change adaptation and mitigation activities in the agricultural sectors, and the establishment of regional cooperation mechanisms and networks, taking due consideration of differing sub-regional needs and conditions.

We invite the Secretary-General of the United Nations to ensure that the Istanbul Programme of Action is followed up in an effective, efficient and visible manner.

Similarly, the formulation “relations between States under a treaty”, found in article 1, is drawn from article 2, subparagraph (c), of the Vienna Convention, and places the focus on the relations existing under the treaty regime in question, thereby making it possible to distinguish the treaty relations between States, which are included within the scope of the draft articles, from the relations between States and international organization or between international organizations arising under the same treaty, which are excluded from the scope of the articles.

The international community must continue to fight human rights violations, but it must do so through cooperation and dialogue and without discrimination.

I trust that the code of conduct will be of interest to all States, and should be grateful if you would have the present letter and its annex circulated as a document of the General Assembly, under the biennial agenda item entitled “Status of the Protocols Additional to the Geneva Conventions of 1949 and relating to the protection of victims of armed conflicts”, and of the Security Council, as the international process is related to the question of protection of civilians in armed conflicts and was mentioned in paragraph 28 of the report to the Security Council on this topic (S/2010/579).

That in turn requires an effective shift from tokenism to genuine consultation and a dismantling of the strong resistance often found in families against recognition of the right of the child to express her/his views.

In his concluding remarks, the Deputy Minister thanked States and some nongovernmental organizations for their objective remarks and the comments of goodwill on the challenges facing Viet Nam.

The Commission encouraged the Committee on Housing and Land Management to consider land administration and “real estate markets” as key components of its work, and invited the Committee to report to the Executive Committee on future policy directions and the possibility of holding a ministerial meeting in 2012 to assess progress in the implementation of ECE housing instruments.

Accordingly, I ask you to take account of the exceptional situation of my Government and to accept as a token of our commitment the enclosed cheque for the sum of €2,650 corresponding to the part payable in respect of the past biennium.

Instead, it becomes clear that the verification undertaken is seen as a serious and honest effort of the World Bank and FECO to obtain an accurate picture of the situation in the CTC production and consumption sectors.

In the meantime, any efforts by the Security Council to encourage troopcontributing countries to provide the Mission with the necessary resources would be greatly appreciated.

Renewing its support for UNODC, whose support for Member States was an essential tool in the efforts to combat transnational crime and the scourge of drugs, Brazil noted with concern the financial situation of the Office and urged Member States to increase their support, especially through unearmarked contributions.

(d) The Sudan is also committed to international instruments relating to respect for human rights, international humanitarian law, refugees, the uses of nuclear power, and weapons of mass destruction; and exerts earnest endeavours to counter corruption.

And yet, we have not given up hope, and we maintain our resolve to bring an end to this human disaster, the latest chapter in a tragic story of a stateless, dispossessed and persecuted people that continues to struggle and to plead for justice and freedom in its homeland.

While his Government welcomed the additional support provided by its partners to the police and the media, it would like those partners to ensure that the non-governmental organizations they used to execute their programmes were genuine and legitimate.

In that regard, we ask the Security Council to play its due role by putting an end to the Israeli occupation of our land and thus uphold the mandate that it has given itself through its own resolutions and fulfil its task of maintaining international peace and security.

With respect to minor girls deprived of their liberty, members of the delegation were deeply troubled by the statement of one young woman who explained she had suffered a miscarriage while in custody at the centre, which had been followed by a serious infection because, despite having appealed to the guards repeatedly, she had not been taken to a hospital promptly.

It also requested the Economic Commission for Africa and the African Union Commission to continue their support for the effective implementation of those pioneering initiatives and invited African Governments and the private sector to support the aforementioned pan-African initiatives, and to contribute to the African Science, Technology and Innovation Endowment Fund in support of African innovators and inventors, particularly women innovators.
