As the Secretary-General notes in his very useful report (S/2009/674), while the election process revealed that substantial work remains to be done, we must not ignore the successes that have been achieved to date, including the fact that significant numbers of Afghans turned out to vote despite violence and intimidation.

In 2008, the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment reported that custodial violence against women, including girls, “very often includes rape and other forms of sexual violence such as threats of rape, touching, „virginity testing‟, being stripped naked, invasive body searches, insults and humiliations of a sexual nature.
