The United Nations system organizations working together in each region need to coordinate their interventions within an overarching collective strategy of engagement with the partner organizations and stakeholders, bearing in mind the specificities and priorities of each region.

It has established a special directorate, the Ozone Cell, dedicated to managing and coordinating the implementation of the Montreal Protocol in India; and also an Empowered Steering Committee, comprised of representatives of various line ministries and other national stakeholders, to provide an overall policy direction for implementation of the Protocol, and to review the various policies and implementation modalities, including project approvals and monitoring.

The delegation believed that elections were the way to reach power, and noted that the recent election of the President had been followed by all international organizations.

One delegation noted that the secretariat had provided a good platform for discussing general trends, approaches towards regional integration, and best practices in trade and investment which could help towards the establishment of a free trade agreement covering Eurasia, such as the Eurasian Economic Commission.

They are drawn from: (i) the Global Staff Survey on overall staff feedback reported therein on staff satisfaction with the work environment; (ii) the executive balanced scorecard and OHR database on the percentage of female staff at the international professional level and the senior management level (D1 and above); (iii) the Products and Services Survey on overall staff satisfaction with the quality and scope of available learning and staff development opportunities; (iv) and the database of the OHR on the average time taken to fill vacant fixed-term appointments, including those from candidate pools for country directors, deputy resident representatives, deputy country directors and operations managers.

Furthermore, as noted in paragraph 2 above, pursuant to General Assembly resolution 63/266, the Secretary-General has included in his report a projection of the total budget for special political missions for the biennium 2010–2011, which he estimates could amount to some $1,148,739,700, or $319,811,300 more than the provision for special political missions in the proposed programme budget for the biennium 2010–2011 (see A/64/349, para. 78 and annex III).

In this context, the representative of Japan notified the Executive Committee of its understanding that, if the project were approved, the portion of the total funding approved for the project equivalent to the contribution of Japan should be spent only on activities that could be monitored in a transparent manner, and that the funds should be spent only for the protection of the ozone layer, without being diverted to other uses.

While building on existing international norms and standards, that procedure would: contribute to the preservation of the holistic nature of the Convention; take into account the general principles of the Convention in the consideration of allegations; propose measures to prevent the child from being subjected to reprisals for having submitted complaints; apply a gender-sensitive approach; guarantee the right of the child to be heard in proceedings affecting him or her; and complement the reporting function of the Committee, which would thus be in a position to call on relevant bodies to support countries in any follow-up to its recommendations, including by addressing root causes of violence against children.

Furthermore, in the Special Declaration on Exploration of Non-renewable Natural Resources on the Argentine Continental Shelf of 3 August 2010, the Presidents of the States parties of MERCOSUR and associated States had rejected the exploration of non-renewable natural resources being carried out by the United Kingdom on the Argentine continental shelf, in violation of General Assembly resolution 31/49, and undertook to refrain from facilitating the activities of ships intended to provide support to activities involving drilling for hydrocarbons that would affect the rights of the Argentine Republic (see A/C.4/65/SR.2, paras. 16 and 17).

In order to address this situation and meet international commitments, the general legal framework promoting women’s basic rights has been strengthened by further laws and regulations contributing to their development specifically in the areas of education, health, justice, employment and the economy.

The overall aim of the Integrated [...] [...]

The following issues were addressed by UNICEF management in its response to the annual report of the Office of Internal Audit to the Executive Board for 2009: (a) the request to address, as a matter of urgency, the follow-up and implementation of audit recommendations, especially in high-risk areas; (b) the request to address systemic weaknesses, particularly in the areas of financial controls, programme management, cash transfers, and procurement and asset management, where there is a significant number of unsatisfactory ratings; and (c) the request to report on progress in improvements to strengthen risk management and controls in governance, accountabilities, oversight, guidance, support and performance in response to the results from the headquarters, systems and thematic audits completed in 2008.

Consequently, it is incumbent upon all of us to realize that the only solution must be a Syrian solution through a comprehensive and inclusive Syrian political process that satisfies the aspirations of the Syrian people in a national dialogue in which all participate under the umbrella of the homeland in order to establish a democratic, pluralistic country where all enjoy equality before the law, far from any political or ideological tendencies, a State where political and economic opportunities are available to each and everyone without discrimination, where there are democratic, transparent and free elections in which all compete, as is the case in other countries.

(h) Continue efforts aimed at improving the overall security in the country, including disarming the civilian population, increasing transparency and accountability of the security services towards the national assembly, the population and civil society; and building the capacity of the security forces, in particular the police should pay special attention to the specific security challenges related to the elections.

Reflecting on the past six months since the last report of the High Representative (see S/2011/682), our general conclusion is that while there are still reasons for concern with the pace of progress of important political and economic processes in Bosnia and Herzegovina, there have also been important and encouraging developments.

In a new draft workplan (A/CN.4/618) containing, inter alia, a restructuring of the draft articles, the Special Rapporteur gave the Commission an overview of the treatment of the topic of expulsion of aliens, indicating the work which in his view remained to be done.

In particular, the Executive Committee may make proposals to the Commission regarding general orientation, strategic planning, and programming of the work of the Commission, study special problems and shall assist in the management of the Commission’s programme of standards development, namely by conducting a critical review of proposals to undertake work and monitoring the progress of standards development.

With the overall goals of addressing development threats and taking note of the development priorities of the Secretary-General, the subprogrammes aim to achieve the following development results: (a) Governments of member States have more effective, inclusive and sustainable development policies for addressing development from a multidisciplinary perspective, to narrow development gaps and build resiliency; (b) global processes are shaped by a stronger coordinated regional voice and countries are supported in implementing international commitments; and (c) regional cooperation mechanisms and institutional frameworks are in place, supported and implemented to promote regional integration and inclusive development.
