For the first time in the history of UNODC, at the time of adoption of the programme budget of the United Nations for the biennium 2010-2011, the General Assembly expressed concern at the overall financial situation of UNODC and requested the Secretary-General to submit proposals in his proposed programme budget for the biennium 2012-2013 to ensure that the Office had sufficient resources to carry out its mandate (Assembly resolution 64/243, para. 85).

In order to facilitate the work of the Committee members on this matter, the secretariat of the Committee had prepared a document (174 EX/22 Part II, appended hereto) making an appraisal of the existing situation (paras. 7-13), reviewing good practices both at the international level within the United Nations system and at the regional level (paras. 14-35), ascertaining future prospects (paras. 36-45) and submitting proposals on the Committee’s structure, the major stages of the monitoring process and the monitoring methods (para. 46).
