The Secretary-General of the United Nations, as the custodian of the United Nations Headquarters and the Headquarters Agreement, has a responsibility, too, to make sure that the terms and provisions of the Headquarters Agreement are strictly observed by the host country.

The resource requirements for the Department of Safety and Security were included in two budgets: the regular budget for Headquarters and offices away from Headquarters and the budget that was jointly financed by participating agencies, funds and programmes in Vienna and the field.

On this occasion, States parties, United Nations bodies and other intergovernmental organizations, national human rights institutions, international and national non-governmental organizations and academics were invited to join the members of the Committee for discussions on the main following themes: identifying and stocktaking the main achievements, constraints and challenges faced by the Committee; assessing the implementation of the Covenant in the various regions of the world, with examples of achievements and best practices regarding civil and political rights; and identifying priorities for future activities of the Committee.

Incorporating face-to-face ethics training sessions in training events and meetings organized by LCMB and other organizational units at the regional and headquarters levels and the inclusion of ethics and ethical practices in the curricula of procurement training workshops and webinars organized by PSB, has proved to be cost-effective, ensured wide participation and contributed to institutionalizing ethics training.
