The auditors found that the system of financial accounting and reporting in operation for the Government for financial year 2007 “was inadequate” and they were “unable to satisfy” themselves with regard to the accuracy of physical inventory records; the balance of immigration bond deposits received and recorded; the accuracy of the beginning fund balances; and the amount due to or from other funds (pooled cash).

At the legislative and administrative levels, the President promulgated the organic law on the armed forces on 3 July, while on 5 August the Government signed the umbrella contract with the bank selected to host the pension fund, paving the way for donors to transfer contributions.

For the biennium ended 31 December 2009, the total value of the portfolio amounted to $2,146,152,000 and was derived as follows: $346,621,000 or 16 per cent of the total, from UNDP-funded and UNDP-administered trust funds projects; $625,793,000, or 29 per cent, from projects implemented on behalf of other United Nations organizations; $600,224,000, or 28 per cent, from projects funded under the management service agreement modality, $527,820,000 or 25 per cent from projects implemented on behalf of Recipient Governments and $45,693,000 or 2 per cent from projects implemented on behalf of the international financial institutions.

(i) In addition, 7 per cent of the annual regular resources for programmes should be set aside for flexible allocation by the Executive Director in support of country programmes to, inter alia, encourage excellence in the quality of performance in one or more of the areas of work and priorities of UNICEF; provide flexibility to respond to emerging opportunities; and avoid sudden changes in the level of regular resources allocation to individual countries.

UNOCI stands ready to assist the Independent Electoral Commission in developing an integrated master plan for the conduct of the electoral process and to provide technical and logistical assistance to the Commission and the technical operators involved in the electoral process in order to avoid new delays in the electoral process.

The Department of Women’s Rights and Gender Equality, which operates under the Directorate General of Social Cohesion (DGCS), is the national institutional mechanism responsible for setting, disseminating and implementing this policy; for all Ministry services and other relevant ministerial departments, it proposes measures for ensuring equality between girls and boys and between women and men in society as a whole.
