Before I write more about the results from this amusing poll and add my own thoughts on some of the system's other quirks, I should start by saying the overall system -- the world's second largest -- is quite good.

It is little wonder in view of such incidents that both Médecins Sans Frontières and UNICEF have recently said that the number of children suffering from stress disorder has greatly increased.41 Colonel Desmond Travers, a member of the United Nations Fact-Finding Mission on the Gaza Conflict (whose report is generally known as the “Goldstone Report”) said in a recent interview: “If the British had behaved toward children who threw stones at them in the manner that is the norm on the West Bank for Israeli security forces — whereby children are rounded up in the evening and taken to places of detention, hooded, beaten, and in some cases tortured — the Northern Ireland problem would not be resolved today.

Whereas it has been internationally recognized, including by the principal organs of the United Nations, that Armenia unleashed the war, attacked Azerbaijan and occupied its territories, including the Daghlyq Garabagh (Nagorno Karabakh) region, carried out ethnic cleansing on a massive scale, perpetrated other heinous crimes in the course of the war and established the ethnically constructed subordinate separatist entity on the captured Azerbaijani territory, it is curious that Armenian propaganda continues to qualify the aggression against Azerbaijan as “a peaceful and constitutional demand of the Nagorno Karabakh people to exercise its right to self-determination”.

Stalkers may harass their victims by making unwelcome visits, making unwanted communications or silent telephone calls, repeatedly following the victim on the streets, watching or besetting the victim’s home or place of work, persistently sending unwanted gifts or bizarre articles to the victim, disclosing intimate facts about the victim to third parties, making false accusations about the victim, damaging property belonging to the victim, and/or physical and verbal abuse.

Substance abuse or a person heading towards substance dependency should immediately seek help from a professional.

I would point first to the need to guarantee the human rights of key populations, not only men who have sex with men, sex workers and drug users, but also transgendered persons, transvestites and prisoners, among others.

All managers are required to attend classes on the prevention of drug dependence that will enable them to recognize employees who are at risk or already addicted, and to encourage them to seek the proper treatment.

While welcoming the State party‘s efforts, in collaboration with national institutions and non-governmental organizations, to combat child sex tourism and the establishment in 2005 of a Committee against Paedophilia and Commercial Sexual Exploitation of Children through Tourism, the Committee is however concerned about the numerous cases of children being sexually exploited by foreign paedophiles in the State party and the particular vulnerability of children in street situations and children from slum areas to this form of sexual abuse and exploitation.

There are others, however, who believe that a sex offender register may not deter paedophiles and, further, would infringe privacy rights and rehabilitation opportunities of ex-offenders and run the risk of encouraging vigilantism.

Disciplinary proceedings (a) may be taken in any case in which a dental practitioner has been found or alleged to have prescribed or supplied drugs of addiction or dependence otherwise than in the course of bona fide treatment; (b) will be taken against a dental practitioner convicted of offences against the Dangerous Drugs Ordinance and the Regulations made thereunder committed in order to gratify the dental practitioner’s own addiction; and (c) may be taken against any dental practitioner who permits unqualified assistants to be left in charge of any place in which scheduled poisons or preparations containing scheduled poisons are sold to the public.
