Recommendations In 2009, the United Nations Office on Drugs and Crime (UNODC) supported Member States in their efforts to achieve a world safer from crime, drugs and terrorism through research to expand the evidence base for policy and operational decisions;normative work to assist States in the ratification and implementation of international treaties, the development of domestic legislation on drugs, crime and terrorism and the provision of substantive and secretariat services for treaty bodies and governing bodies; and field-based technical cooperation and the development and implementation of regional and thematic programmes.

In preparing the document, every effort has been made to reflect the priorities of member States, ensure a better balance in the secretariat’s normative, analytical and operational work, and build upon areas of comparative strength of ESCAP, including its multidisciplinary orientation.

The strategy in the area of public administration is based on an integrated approach linking thenormative and analytical work of the subprogramme with advisory services, technical cooperation and training, focusing primarily on the following three substantive areas: (a) institutional development in the public sector, with special emphasis on leadership and human resources development, policy and strategy design, and institutional networking; (b) public service delivery improvement through the application of information and communications technology, e-government and knowledge management; and (c) engagement in public administration in support of the United Nations development agenda, including the Millennium Development Goals.

The discussions on patent reform and harmonisation have so far concentratedon how to improve the efficiency of the current global patent system by streamlining procedures, eliminating duplication and pursuing harmonisation more generally.74 But little thought has been given to the quality of patents issued, the resources tied up in enforcing and challenging patent rights, and the extent to which the benefits of the system in encouraging technical progress outweigh its economic, administrative and enforcement costs.

Another matter that was not addressed in the recommendations of the Guide and the Working Groupmay also wish to consider because of its importance in the efficient operation of a registry is whether notices should also be indexed in a manner that makes them retrievable by entering the secured creditor identifier for the purposes of internal searches of the registry record by the registry staff and of making global amendments (see article 28).
