Then, to build on results achieved in India (e.g. e-based distance learning material, revision of heritage bill, promotion of creative industries, CMC and ICT for development activities, etc.) to involve the three other countries covered by the Cluster, and to prepare for a more meaningful country programme in these respective countries under document 34 C/5.

Other suggestions included the promotion of media campaigns so as to encourage local communities to design and produce cultural goods and objects as stimuli for community development; the establishment of “artistic cities”, cultural centres and creative industries as vital engines for development; and the promotion of high-level forums to raise awareness on the social and economic benefits of culture.

In accordance with the principal priority of Major Programme IV “Promoting cultural diversity, with special emphasis on the tangible and intangible cultural heritage”, the Culture Sector continued its activities aimed at promoting an integrated approach to the promotion and protection of cultural diversity in all its forms of expression (whether related to the heritage or linked to means of contemporary dissemination, namely through creative industries).

Launched in 2002, the Global Alliance for Cultural Diversity has 140 members ranging from small and micro-enterprises, creators, managers in the performing arts, and multi-national companies to foundations, NGOs, governmental bodies, and individuals with expertise in the various creative industries.

New ways to invest in culture, such as through effective privatepublic partnerships and through new approaches for creative industries, should be explored.

In other cases, the substance of the policies has been debated: for example, support for strategic industries entails protectionism that may adversely affect the international trade system.

In the field of culture, priority was given to questions regarding the enhancement of the cultural heritage, intercultural dialogue, cultural diversity, the development of creative industries and cultural tourism and crafts.

In this regard, it was suggested that UNESCO should enhance its cooperation with the creative industries sector in order to provide employment opportunities to poor, marginalized communities.

Member States generally considered that UNESCO should provide conceptual and operational guidelines to ministries of culture and build national, regional and local government capacities for the formulation of cultural policies, fostering the setting up of creative industries as a factor of development and social inclusion.

 Activities aimed at strengthening the contribution of cultural and creative industries to development were focused on the production of methodological tools through the implementation of the project “Capacity-Building for Culture in Development: Using New UNESCO Policy/Programming Tools”, the launch of the pilot phase of the culture and development indicators in six countries across four regions, the publication of the Cultural and creative industry development guide in Spanish, and the organization of an international symposium [...] [...]

Beyond, the 36 C/5 will also have to focus on action in support of the Second Decade on Education in Africa, the Consolidated Plan on Science and Technology, the African World Heritage Fund, the African Youth Charter, the Plan of Action on Cultural and Creative Industries adopted by the Ministers of Culture of the AU in 2008 and on the manifold challenges related to climate change.

It also proposes to amend in paragraph 04000, under subparagraph 2(b), MLA 4, expected result 12 by adding to the current wording: “The contribution of cultural and creative industries to development strengthened and highlighted”, the following words: “through the implementation of public-private partnerships benefiting development”.

The first 18 months of the biennium have been a litmus test for improving knowledge of the situation of cultural and creative industries in the world and, above all, for further developing the means of analysing the situation.

During the 2008-2009 biennium (34 C/5), emphasis will be laid on two mutually reinforcing specific areas of work, namely the diversity of cultural expressions and the development of creative industries, on the one hand, and the promotion of pluralism and of cultural dialogue, on the other.

This six-year initiative to develop local creative industries has demonstrated the value of its partnership approach and managed to recruit over 200 members and initiated 25 pilot partnership projects in 21 countries.

The more “classical” approach to the nexus culture and development (how culture can be a resource for income generation and job creation, etc.) will be demonstrated through UNESCO “flagship projects” in the field of culture as well as other projects, which focus on the management of tangible, intangible and documentary heritage, the development of cultural and creative industries, handicrafts and museums, cultural tourism and tourism of memory; culture as a vehicle for reconciliation and social cohesion, etc. A clear linkage should be established on this occasion with the “partners’ village”, together with some “side events” earmarked to take place during the General Conference, such as round tables or public lectures highlighting the role of each actor or “stakeholder” in this endeavour.

promoting the implementation of the 2005 Convention, including assistance to Member States in the ratification process; strengthening of national capacities through international assistance from the International Fund for Cultural Diversity (IFCD); sustaining the operational implementation of the Convention through the elaboration of policies, measures and programmes that contribute to the development of an economically viable cultural sector, including in PCPD countries; as well as initiatives to foster cultural and creative industries that generate economic growth.

As outlined in the same report, cultural and creative industries represent one of the most rapidly expanding sectors in the global economy, with a growth rate of 17.6 per cent in the Middle East, 13.9 per cent in Africa, 11.9 per cent in South America, 9.7 per cent in Asia, 6.9 per cent in Oceania, and 4.3 per cent in North and Central America.
