One solution to this problem is the displacement correction clutch disc, which enables radial displacement of the hub and thereby prevents potential radial forces in idling and low load ranges.

To reduce vehicular emissions, the Panel supported the Administration's proposal to make it mandatory for long idling pre-Euro heavy diesel vehicles to be retrofitted with emission reduction devices.

In conjunction with rigid clutch discs for the dual mass flywheel, this displacement can cause idling noises and increased profile wearing in critical cases.

Outside delivery operation, the newly developed idle system SLS significantly reduces fuel consumption.

While supporting the proposal, members expressed various concerns, including the effectiveness of the proposal in reducing pollutant emission without a mandatory requirement to phase out highly polluting pre-Euro and Euro I diesel vehicles; the reasons for 5% of pre-Euro diesel vehicle owners not participating in the voluntary retrofit program; the efficacy of the emission reduction device as well as the feasibility of imposing an emission standard for retrofitted long idling pre-Euro heavy diesel vehicles.

In respect of vehicular emissions, the panel welcomed the proposals to make it mandatory for long idling pre-Euro heavy diesel vehicles to be retrofitted with emission reduction devices and to introduce incentive schemes to encourage early replacement of more polluting vehicles, but stressed the need for disincentives to deter the continued use of polluting vehicles.

With the coming into effect of the Amendment Regulation on 1 April 2006, the requirement of installing ERDs would too become mandatory for the last described vehicles (excluding long idling vehicles listed in paragraph (e) of the specifications of Class 4 vehicle in Schedule 1 to the Regulation).

Since April 2007, pre-Euro heavy diesel vehicles which operate under long idling situations (including lorries with cranes mounted, concrete mixers, pressure tankers and gully emptiers) also have to install approved emission reduction devices.

This effort served the ministries of education and health to tackle an increasingly important phenomenon in the country.
