The easing of authoritarian controls has created the space for the population to air grievances, the ability to organise in a way that was not possible before, and the opportunity to have a real influence on government policies and decisions.

One of the most painful lessons of past tragedies is that affected survivors and their families, as well as bereaved families, have conveyed strong feelings of frustration and resentment as they try to work through complex bureaucratic procedures in a variety of offices and departments without dedicated and reliable assistance.

The dangers of Israel’s aggression are not confined to its direct actions because they also contribute to the exacerbation of bitterness and hatred by undermining all hope for a future and a better day tomorrow.

The major challenge encountered in this process has been how to maintain UNESCO’s specificity, hence strength, as a specialized agency with its complex composites of intergovernmental committees with its own political and technical agendas in the promotion of international conventions, normative and standard-setting programmes to serve as exemplars in addressing major global issues in the fields of competence of the Organization.

The Commission underlined that development must be people-centred, including through good governance and public policies that promote health, education, skills development, decent job creation, gender equality and empowerment, as well as through measures to enhance social protection and social justice, while simultaneously addressing the challenges of increasing social disparity and income inequality.

In determining whether the existing pension scheme for permanent judges should be extended to cover ad litem judges who have served continuously for more than three years, the General Assembly may wish to consider whether, given the changed circumstances of the Tribunals’ operations (namely that the number of ad litem judges has been temporarily increased; several ad litem judges have been authorized by the Security Council to serve beyond the three-year maximum; and some Trial Chambers have been split into sections which may consist only of ad litem judges), the differences in the conditions of service of the two categories of judge continue to be justified.

These included the social disparities between non-Maori and Maori; the status of the Treaty of Waitangi in domestic legislation; family violence; equality of opportunity; overrepresentation of Maori in the criminal justice system; and ratification of human rights treaties to which New Zealand was not party.
