This is particularly in light of paragraph 2 of decision XX/15 through which the Parties to the Montreal Protocol requested the Executive Committee when considering ODS phase-out projects for Iraq to take into account the special situation of this new Party, which may face difficulties in the phase-out of Annexes A and B substances, and to be flexible in considering the project proposals, without prejudice to the possible review of the non-compliance situation of Iraq by the Parties.

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to do so, renounce possession of nuclear weapons, accede to the Treaty without further delay, place promptly all its nuclear facilities under International Atomic Energy Agency fullscope safeguards according to Security Council resolution 487 (1981) and conduct its nuclear-related activities in conformity with the non-proliferation regime.

It is worth mentioning that, as a non-resident agency and in the face of inadequate financial resources and staff to carry out missions to participate in the numerous meetings, UNESCO’s participation in meetings of the UNCTs, UNSTs and various United Nations theme and joint groups (outside of the ones in Jamaica) is limited, and done mainly through e-mail contributions and teleconference (where possible).

In the context of the 2006 review of conditions of service, the General Assembly, in resolution 61/262, endorsed the conclusions and recommendations of the Advisory Committee (A/61/612 and Corr.1), and as a result rejected the proposal of the Court for an increase in the President’s allowance from US$ 15,000 to US$ 20,000 and in the Vice-President’s allowance from US$ 94 per day to US$ 125 per day, subject to a maximum of US$ 12,500 per year (see A/61/554, para. 86), and no further action has been taken on the subject.

(b) An objection to a reservation by a State which considers it to be incompatible with the object and purpose of the treaty precludes the entry into force of the treaty as between the objecting and the reserving State, unless a contrary intention shall have been expressed by the objecting State.
