When confronted with the question of an existential threat to the small island States, I am reminded of the words of Mahatma Gandhi that “all compromise is based on give and take, but there can be no give and take on fundamentals”.

All concerned must ensure that Kosovo is a place where ethnic tolerance and multiculturalism allow for peaceful coexistence among communities.

We are convinced that the Durban process, if given the necessary support of all Member States, can result in the eradication of all forms of racism, racial discrimination, xenophobia and related intolerance, thus allowing people everywhere to experience the full enjoyment of their fundamental human rights and freedoms.

In some of these cases, victims suffered cruel or degrading treatment, even torture, and were released only after they were forced to sign a declaration that they had been well treated.

The ultimate ordeal, and the most difficult to endure, was that of being different, followed by the test of trusting life in order to transform it and eventually allowing it to express itself through the work of a third party or the law.

The potential shortage of fresh water, for instance, was mentioned as one of the major concerns which students in schools should be made aware of.

With respect to the fight against racism and racial discrimination, UNESCO will continue the implementation of the Integrated Strategy to Combat Racism, Discrimination, Xenophobia and Related Intolerance, including a reinforcement of the Coalition of Cities Against Racism and Discrimination.

The Ministers considered, in this regard, the importance of promoting full respect of all religions and cultures among all States, with a view to promoting and ensuring the full enjoyment of the right to freedom of expression while preventing abuses and incitement to religious hatred that could contribute to undermining the ongoing efforts to foster a culture of peace based on mutual respect and tolerance among religions, cultures and civilisations, as provided for in the international human rights instruments to which States are parties.

Equally relevant are the Convention on the Elimination of All Forms of Discrimination against Women, article 12, concerning the obligation of States to eliminate discrimination against women in health care; the Convention on the Rights of Persons with Disabilities, article 25 (b), which requires that health services be “designed to minimize and prevent further disabilities, including among children and older persons”; and the International Covenant on Civil and Political Rights, article 7, which prohibits torture or cruel, inhuman or degrading treatment or punishment and includes the prohibition of medical or scientific experimentation without free consent.

The Committee has previously noted that some of those posts are subject to a quick turnover and has stressed the importance of making efforts to obtain the sustained commitment of those entities to provide assignments of seconded personnel of longer duration, in order to ensure stability of functions (A/64/7, para. II.28).

These included: arbitrary detention; torture or cruel, inhuman or degrading treatment or punishment; summary and extrajudicial executions; sexual violence, including rape, sexual abuse and sexual exploitation; and other forms of violence grounded in discrimination against women.

Section II, title X, article 328 of the Family Code states: “When the health, safety, morality or education of a minor are jeopardized or insufficiently protected owing to the immoral behaviour or disability of the father and mother or of the person accorded the right of guardianship, or when, owing to misconduct or unruly behaviour, a minor gives these individuals cause for very serious dissatisfaction or renders them incapable of exercising guidance, the juvenile judge may on his own initiative, at the behest of the public prosecutor or at the behest of the father, mother or guardian, rule that the minor shall, for a period not to extend beyond the date of his coming of age, be visited regularly by a social worker or placed on probation.

The Meeting also called on all States Parties to recommit, even in difficult financial times, to realising a world without anti-personnel mines, where the rights of all are respected and where all women, girls, boys and men can live in dignity and prosperity.
