The Ministers considered, in this regard, the importance of promoting full respect of all religions and cultures among all States, with a view to promoting and ensuring the full enjoyment of the right to freedom of expression while preventing abuses and incitement to religious hatred that could contribute to undermining the ongoing efforts to foster a culture of peace based on mutual respect and tolerance among religions, cultures and civilisations, as provided for in the international human rights instruments to which States are parties.

The school has a zero tolerance policy for fighting, assault, battery, and hate violence.

Equally relevant are the Convention on the Elimination of All Forms of Discrimination against Women, article 12, concerning the obligation of States to eliminate discrimination against women in health care; the Convention on the Rights of Persons with Disabilities, article 25 (b), which requires that health services be “designed to minimize and prevent further disabilities, including among children and older persons”; and the International Covenant on Civil and Political Rights, article 7, which prohibits torture or cruel, inhuman or degrading treatment or punishment and includes the prohibition of medical or scientific experimentation without free consent.

These safeguards are considered not so much as due process safeguards — this task falls to other United Nations bodies — but as instruments of prevention of torture and other cruel, inhuman or degrading treatment or punishment.

JECFA determined that the provisional tolerableweekly intake of lead was 0.025 milligram per kilogram bodyweight.

These included: arbitrary detention; torture or cruel, inhuman or degrading treatment or punishment; summary and extrajudicial executions; sexual violence, including rape, sexual abuse and sexual exploitation; and other forms of violence grounded in discrimination against women.

Though there are scientific differences on how some of these trends should be measured, there is considerable support for the central message, that global consumption is using resources (increasingly non-renewable) faster than the planet can regenerate them, and using them in ways that produce more and faster damage than many natural systems can absorb.

The Director-General has been requested to prepare, in consultation with Member States, an intersectoral programme with targeted actions aimed at: strengthening education for a culture of peace and non-violence, promoting natural sciences as a universal language and vehicle for intercultural dialogue and exchange and peace; underlining the role of social and human sciences in promoting universal values, democracy and human rights; stressing the role of cultural diversity, intercultural dialogue and heritage for mutual understanding and reconciliation; exploring opportunities offered by the media as a vehicle for reconciliation,tolerance and intercultural understanding especially highlighting the use of new media by youth.

Harmful rhetoric and demonization along racial, cultural and religious lines often led to conflict and violence and had no place in any society.

With respect to the fight against racism and racial discrimination, UNESCO will continue the implementation of the Integrated Strategy to Combat Racism, Discrimination, Xenophobia and Related Intolerance, including a reinforcement of the Coalition of Cities Against Racism and Discrimination.

We have a zero tolerance policy for fighting and hate violence.

The European Union believed that a more determined effort must be made to fight poverty and HIV/AIDS, which were synonymous with denial of rights; the economic, social and cultural rights must be more vigorously promoted through legislation; torture and other cruel, inhuman or degrading treatment or punishment had to be firmly condemned; and all human rights defenders, whom it hailed for working in the face of considerable risk, should be strongly supported.

(a) The specific measures taken to fight impunity for violations of human rights, including disappearances and torture and other cruel, inhuman or degrading treatment or punishment committed by public officials as well as private actors acting with the acquiescence or consent of government officials.

These instruments are the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography, the International Convention on the Elimination of All Forms of Racial Discrimination, the International Covenant on Civil and Political Rights and its Optional Protocols, the International Covenant on Economic, Social and Cultural Rights and its Optional Protocol, the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and its Optional Protocol, the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, the Convention on the Rights of Persons with Disabilities and its Optional Protocol, the International Convention for the Protection of all Persons from Enforced Disappearance, and the Optional Protocol to the Convention on the Elimination of Discrimination against Women.

In 2010, the OSCE will continue to work closely with the United Nations on these and many other common challenges, such as arms control and confidence- and security-building measures; transnational threats and challenges, including combating terrorism; economic and environmental challenges, including energy security and the protection of the Aral Sea; toleranceand non-discrimination; and human rights and fundamental freedoms, as well as democracy and the rule of law.

The State party should either provide the Chancellor of Justice with a broader mandate to more fully promote and protect all human rights or achieve that aim by some other means, in full compliance with the Paris Principles, and take into account in this regard the requirements for the national preventive mechanism under the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

The Subcommittee has already pointed out, in the section on public defence, that it is the lack of differentiated legal services in the criminal justice realm that puts indigenous persons at greatest risk of being subjected to torture or cruel, inhuman or degrading treatment, especially at the initial stage of the preliminary investigation, because many do not know the Spanish language, because they do not understand the criminal justice system and because of all the factors that prevent them from understanding their legal status.

Other relevant standards and norms are the Declaration on the Protection of All Persons from Being Subjected to Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (Assembly resolution 3452 (XXX), annex); the procedures for the effective implementation of the Standard Minimum Rules for the Treatment of Prisoners (Council resolution 1984/47, annex); the Tokyo Rules; the Kampala Declaration on Prison Conditions in Africa (Council resolution 1997/36, annex); the Kadoma Declaration on Community Service (Council resolution 1998/23, annex I) and related recommendations on prison overcrowding (Council resolution 1998/23, annex II); the Arusha Declaration on Good Prison Practice (Council resolution 1999/27, annex); and the basic principles on the use of restorative justice programmes in criminal matters (Council resolution 2002/12, annex).

The law also prohibits the production, copying, storage, presentation, glorification or dissemination of promotional material, symbols or features which incite, encourage or spread hatred or intoleranceagainst free affiliations of citizens, racial, national or religious hatred or intolerance, propagate or justify neo-Nazi and fascist ideas and organizations or jeopardize the public order in some other way, as well as the production, copying, storage, presentation or dissemination or any other form of using symbols promoting or justifying the ideas, activities or actions of persons convicted of war crimes.
