Working on the social dimensions of global environmental change, the SHS Global Environmental Change Team will work in four complementary directions: (a) To identify the ethical and social challenges arising from global environmental change, including particularly climate change, biodiversity loss and freshwater scarcity – that would produce among other effects population displacements and governance threats - by supporting the production of social and human science knowledge within an intra-disciplinary science framework; (b) to reflect on ethical principles that can make sense of environmental challenges and offer a normative basis to address them; (c) to support ethically and scientifically grounded national policies in selected countries to adapt to global environmental change and build resilience, with particular reference to assessment methodologies and policy design; and (d) to understand holistically how ethics of development can advance UNESCO’s ethics mandate.

One representative expressed profound appreciation for the secretariat’s efforts to support his country by sharing knowledge, especially regarding space technology applications to build resilience to floods.

With the overall goals of addressing development threats and taking note of the development priorities of the Secretary-General, the subprogrammes aim to achieve the following development results: (a) Governments of member States have more effective, inclusive and sustainable development policies for addressing development from a multidisciplinary perspective, to narrow development gaps and build resiliency; (b) global processes are shaped by a stronger coordinated regional voice and countries are supported in implementing international commitments; and (c) regional cooperation mechanisms and institutional frameworks are in place, supported and implemented to promote regional integration and inclusive development.

From a pedagogical perspective, the presenter stated that climate change education needs to be child-centered and participatory, promote critical thinking and problem-solving skills, and develop adaptive capacities and resilience.

Lord Lester QC said that the makers of the Basic Law had trust and confidence in those who would govern Hong Kong and showed that trust and confidence by enabling them to develop this Region in a way that combined continuity and change.

This convention could be a framework treaty encompassing the following areas: banning the production, development and the use or threat of use of nuclear weapons; renouncing the deterrence values of nuclear weapons in all defence doctrines; preventing the deployment of nuclear weapons in all areas, namely on the ground, underwater, in space and outer space; banning the production of fissile material for military purposes; declaring all stocks of weapons-grade fissile material and their elimination in an irreversible manner within an agreed timetable; declaring all warheads and de-alerting them in a verifiable manner; eliminating nuclear warheads in a phased programme and in an irreversible manner within a specific time frame.

Finally, security and defence forces would be restructured under the supervision of the United Nations.

Indeed vaccinations combat very dangerous infectious diseases for whichthere are no cures available, or if cures exist, these are not always effective, or on the other hand the diseases can cause very serious complications.

UNESCO will mobilize its scientific expertise and the Intergovernmental Oceanographic Commission to implement the initiative, which comprises: (i) producing and disseminating scientific knowledge (including traditional and indigenous knowledge) for ocean and coastal zone sustainability; (ii) reducing coastal communities’ vulnerability to ocean-related disasters, especially in small island developing States and low-lying States and regions; and (iii) mobilizing international scientific cooperation in the field of the oceans for regional integration and peace-building.

(e) Building the resilience of socio-economic and ecological systems: considering, in the framework of joint work between the Convention and the Convention on Biological Diversity (CBD), the role of protected areas and landscape approaches.

A successful balance between internal and external integration can be judged in terms of the contribution made toward mobilizing resources for building productive capacities, the opportunities for productive entrepreneurship, job creation and technological upgrading, and the resilience of the economy to unforeseen shocks.

WIPO Director General Francis Gurry will be joined by his counterparts at INTERPOL, Mr. Ronald K. Noble, and the World Custom’s Organization (WCO), Mr. Kunio Mikuriya, as well as France’s Minister of Economy, Mrs. Christine Lagarde, at the opening of the Sixth Global Congress on Combating Counterfeiting and Piracy in Paris on February 2, 2011 to address the question of building respect for intellectual property in a balanced and sustainable way.

States Parties agreed to provide, annually, detailed information on their biological defenceresearch and development programmes including summaries of the objectives and costs of effort performed by contractors and in other facilities.

The Commission highlighted climate change as an enormous challenge for the region in achieving sustained economic growth in terms of enhancing food and water security, managing forests and agricultural productivity, resilience to disasters, and the development of mountains as well as coastal areas, and thus overshadowing the achievement of the Millennium Development Goals in the region.

Furthermore, by continuing the deployment of hundreds of nuclear weapons, planning for the deployment of nuclear warheads and defencemissile systems in other countries and training the air forces of those countries to deliver these weapons in the framework of military alliances, which are violations of the Treaty confessed to in the new United States Nuclear Posture Review, and by transferring nuclear technology and materials to the non-parties to the Treaty on the Non-Proliferation of Nuclear Weapons whose nuclear facilities are operating outside IAEA full-scope safeguards monitoring, the United States is in non-compliance with article I of the Treaty, which stipulates that each nuclear-weapon State party to the Treaty undertakes not to transfer to any recipient whatsoever nuclear weapons, and with article VI, which sets out the complete disarmament commitments of the nuclear-weapon States.
