These initiatives will enable UNESCO to further advocate for its vision relating to culture and development and to mainstream culture into policies of such institutions.

In some of these cases, victims suffered cruel or degrading treatment, even torture, and were released only after they were forced to sign a declaration that they had been well treated.

Specific examples include the ongoing partnership with the Google Map Maker team, which allows United Nations entities toaccess user-contributed geospatial data based on space-derived imagery provided free of charge and the cooperation with the Open Street Map volunteer community to access and contribute to the expansion of road network data.

Furthermore, the Executive Secretary highlighted the value of formalized frameworks for coordination, including the Asia-Pacific Regional Coordination Mechanism (RCM), to enhance accountability and coordination with other stakeholders in all aspects of the work of ESCAP and to bring the United Nations familytogether todeliver as one at the regional level.

It requested political and financial support from the government and State institutions, which would enable the Commissionto fulfil its mandate.

Also through enhanced funding provided by Australia, the ISU was able to produce the publication “Assisting landmine and other ERW survivors in the context of disarmament, disability and development” and provide enhanced victim assistance advisory services to one State Party in Africa.

Taking account of the increasing use of ERAs and the twin aims of harmonization and promotion of best practice, the Working Group agreed: (i) to include in the revised Model Law a general enabling provision providing the key principles for the use of ERAs, notably the conditions for and limitations to the use of ERAs; (ii) to confine ERAs under the Model Law to some types of purchases for which non-price criteria could be quantified, specifications could be provided and a competitive market existed; (iii) to address in the Guide the use of ERAs in detail; and (iv) to take into account the approach of the multilateral Government Procurement Agreement of the World Trade Organization as regards the use of ERAs (A/CN.9/575, paras. 60-62, 66 and 67).

Progress has also been made in addressing the needs of least developed countries regarding financial and technical assistance, trade capacity, market access and debt relief, though not all commitments and targets have beenfully realized.

This action comprises three distinct areas: (a) activities of the World Heritage Centre in implementation of the 1972 Convention, including capacity-building in Member States through technical assistance with a view to achieving a universal, equitable and balanced World Heritage List; (b) safeguarding and promoting the intangible cultural heritage in pursuance of the 2003 Convention, including efforts to encourage its ratification; (c) capacitybuilding in Member States for the protection, rehabilitation and conservation of cultural heritage, with particular emphasis on assistance and reconstruction in post-conflict situations, and ensuring the enforcement of legal protection in this regard.

In introducing the draft strategic framework for the biennium 2014-2015, the Executive Secretary emphasized that it had been developed through an unprecedented level of interaction between the secretariat and member States, setting the direction for how ESCAP would work in 2014-2015 towards achieving its vision to be the most inclusive multilateral platform for promoting cooperation among member States to achieve inclusive, sustainable and resilient economic and social development in Asia and the Pacific.

Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding forthe support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.
