Despite significant progress, the Vietnamese legal system contained some inconsistencies and contradictions, with the adoption of free-market laws.

Least developed country delegations expressed gratitude for international support received from development partners and others, and stated that that assistance, in combination and complementarity with national efforts, had helped least developed countries make some important progress towards achieving internationally agreed objectives, particularly in areas related to the empowerment of women, primary education and health.

In spite of limited resources and difficult political conditions, the Government had been able to make major progress in building a modern State, and promoting and protecting human rights, in particular the right to education.

Ethiopia also reported its National Physical Rehabilitation Strategy, the Proclamation for the Right to Employment for Persons with Disabilities, and the National Plan of Action for Persons with Disabilities allreceived status within the governing body of Ethiopian ministers.

To conclude, he observed that a recent assessment of his country’s policy to increase the minimum wage had shown encouraging results in terms of increasing productivity, boosting the purchasing power of workers and reducing inequality.

While the mid-Decade review in 2010 called for by the General Assembly will give the opportunity to all concerned to renew their commitment to the Decade, take relevant actions and provide comprehensive inputs on the implementation of the Decade, it should be pointed out that at least two clear broad outcomes have been catalysed during the first years of the Decade: (a) an increased awareness of indigenous issues and increased involvement of Member States, United Nations and other intergovernmental organizations in indigenous issues, including at the field level; and (b) the adoption of the United Nations Declaration on the Rights of Indigenous Peoples.

It had put in place the Conflict Early Warning and Response Mechanism (CEWARN) and the IGAD Capacity Building Programme against Terrorism (ICPAT); made progress towards the establishment of a subregional free-trade area; and established the IGAD Climate Prediction and Applications Centre, which dealt with extreme climate events such as droughts and floods and promoted sustainable development in the subregion.

Other achievements under the Convention have included the adoption of Act No. 29478, which deals with the provision of facilities to enable persons with disabilities to vote; Act No. 29524 on Deafblind Persons, which recognizes deafblindness as a single disability; Administrative Decision No. 0269-2009 of the National Identity and Civil Status Registry (RENIEC), which establishes that national identity documents are to be issued free of charge to persons with disabilities and provides for expedited procedures for persons, especially children, who do not have a birth certificate; and legislation on health-care provisions for members of the armed forces and police.

The Subcommittee expressed its appreciation for the efforts of the Office for Outer Space Affairs to bring the three reports on UN-SPIDER activities in 2011 to its attention, and noted with satisfaction the progress made with regard to all planned activities in the programme framework, including the continuing support provided through the programme for emergency response efforts during major disasters worldwide, such as the floods in Pakistan and the Philippines and the food-security crisis in the Horn of Africa.

Some delegations also recalled that, although the Trust Fund had given very positive results, it would come to an end in a few years and there was a need for alternative solutions.

7.02 Having given detailed consideration to the views received during the public consultation period and the relevant legal issues, the proposal put forward by the Administration would be able to strike the right balance between protecting the rights to vote and the right to stand for election on the one hand, and plugging the loophole to effectively prevent Members from resigning at will in order to trigger by-elections in which they intend to stand and seek re-election on the other.

Despite some progress following the decisions of the Israeli Government to ease the Gaza closure, the EU reiterates its call, in line with Security Council resolution 1860 (2009), for an immediate, sustained and unconditional opening of crossings for the flow of humanitarian aid, commercial goods and persons to and from Gaza, while addressing Israel’s legitimate security concerns.

A delegation pointed out that considerable progress had been made in the drafting of reports; that there had been an overall improvement in their quality over the last few years; that reports should focus on the essential and recommended that the Secretariat continue its current practice of report writing.

With respect to the Kabul process and aid coherence, we take positive note of the progress of its implementation by the Government of Afghanistan and of the development of its 22 national priority programmes, in particular the public financial management programme, which is considered to be crucial to the implementation of all other programmes.
