Where warranted and with the consent of the State party, the inquiry may include a visit to its territory.

Some States Parties continue to be of the view that when engagement with armed non-state actors is contemplated, States Parties concerned should be informed and their consent would be necessary in order for such an engagement to take place.

This was done without the participation and informed consent of the people affected, and was another example of the overbearing nature of the power base which often acts at its own whim and arbitrarily.
