In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for therecruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.

The Special Envoy also observed that maintaining a cooperative spirit in the work of this Convention is important to promoting universalisation, noting that States not parties closely observe the work of the Convention and that they want to be part of movement that features States and other actors collaborating with one another and working together to overcome the complexities of implementation.

There is a need for a number of additional measures such as succession planning to determine whether retiring staff are best replaced by developing existing staff or recruiting from outside the Organization; the development of competency frameworks for staff at the P-1 to P-4 levels and staff in the General Service category; the development and implementation of training and development plans to support the competency frameworks; and appropriate contractual arrangements and benefits that promote UNESCO as an employer of choice.

In the same resolution, the General Assembly welcomed the decision of the Council, in its resolution 2010/2, to invite the Chair of the Commission on Science and Technology for Development to establish a working group that would seek, compile and review inputs on improvements to the Internet Governance Forum and would make recommendations, as appropriate, to the Commission at its fourteenth session, in a report that would constitute an input from the Commission to the General Assembly, through the Council.

Note to the Working Group The Working Group may wish to note that: (a) under option C in paragraph 1, the registry should have both numerical and name indexes and searchers should be able to search with one or the other indexing criterion; and (b) paragraph 4 has been inserted for the Working Group to consider the matter of the address of the grantor; and (c) the address of the grantor and secured creditor or its representative has to be part of the record, but not necessarily part of the identifier, except if there is a need for additional information to identify the secured creditor, its representative or the grantor.

The Committee has also noted that the complainant has also alleged that in Turkey, he would be at risk to be enrolled in the army and would have no protection there, but it does not consider that this has been sufficiently substantiated, so as to be of pertinence and to be taken into account in the evaluation of the risk for the complainant in the present case.

The report contained eight recommendations requesting OHCHR to adopt a results-based management approach to the budget and planning process; to seek the views of the Human Rights Council in preparing the proposed strategic framework and associatedfinancial requirements for human rights activities; to establish a reasonable balance between the regular budget of OHCHR and voluntary contributions; to set up a board of trustees for the Trust Fund for Support of the Activities of the Centre for Human Rights (which had accounted for 80 per cent of the Office’s extrabudgetary resources in 2006); and to increase efforts to broaden the donor base and reduce earmarked funds.

The report also confirmed once again Israel’s continuing practice of confiscating the private property of Syrian citizens in the occupied Golan, plundering its natural resources, including water resources, and creating settlements throughout the Golan and Palestine, using water as a means of exerting pressure on the Syrian population of the Golan, bulldozing and destroying their land, uprooting their fruit trees, blockading them economically and imposing exorbitant taxes on them, particularly on agricultural workers.

(d) Action by the Department of Peacekeeping Operations to ensure that notes verbales sent to permanent missionsseeking personnel, such as military observers, individual contributions to the police component of a United Nations operation and seconded corrections officers, make Member States aware of the expectation of the Secretariat that any person who serves as part of a United Nations operation is to have received predeployment training in relation to the zero tolerance policy and is aware that certain conduct may amount to a crime for which they will be held accountable.

At the forty-ninth session of the Scientific and Technical Subcommittee, the Working Group on the Long-term Sustainability of Outer Space Activities agreed that the expert groups established by the Working Group should prepare draft working documents on the basis of their work, and that those working documents should be made available, in the six official languages of the United Nations, for comments by member States and permanent observers to the Committee on the Peaceful Uses of Outer Space, preferably on the margins of and/or during the fifty-fifth and fifty-sixth sessions of the Committee (A/AC.105/1001, annex IV, paras. 16 and 17).
