The surge permitted the police component to expand its tasks, with particular focus on protecting displaced people and vulnerable groups, and building the capacity of the Haitian National Police.

The increase in the authorized force level of AMISOM to over 17,000 and the reimbursement of contingent-owned equipment, including force enablers and multipliers, is a major move that could contribute to a much better opportunity to stabilize the recently liberated areas.

Mission support had two priorities during the report period, namely, the re-establishment of adequate physical premises for office and residential accommodation and camps for surge military and police, and the recruitment of personnel to enable the Mission to implement mandated activities.

Once MINUSTAH’s surge period has reached its conclusion, in the next 12 months or so, we would envisage the longer-term reconstruction work shifting from a military peacekeeping operation to a mainly civilian effort.

Military engineers from Japan and the Republic of Korea, deployed as part of the surge, joined existing engineering companies from Brazil, Chile and Ecuador to support the Government’s post-earthquake humanitarian efforts.

The African Union-United Nations Hybrid Operation in Darfur is dispatching patrols to verify those reports and has increased its presence to protect civilians in the area, as well as to provide water and food to those who have been displaced.

In that regard, I ask the Council to urgently reconsider the recommendation of the African Union Peace and Security Council to increase the mandated strength of the AMISOM force to 20,000 troops from the current ceiling of 12,000, and to provide it with key enablers and force multipliers, including air and maritime components.

It entails raising the troop level to 17,731 uniformed personnel and a set of enablers and force multipliers aimed at achieving a fine balance between the operational requirements and a realistic level of resources through (a) the prioritization of areas of operation; (b) the phasing of the operation without significantly altering the desired objectives; (c) trading force multipliers and enablers for troop levels by maintaining capability; (d) requesting Ethiopia to continue to provide support to Transitional Federal Government/AMISOM operations in the Bay, Bakool and Hiraan regions; and (e) the provision of immediate operational logistics support to the Transitional Federal Government security forces.

The investigations determined that at least 387 people, including 300 women, 23 men, 55 girls and 9 boys, had been raped by FDLR and Mayi-Mayi Cheka elements, and elements of a group formed the year before by an ex-CNDP officer and FARDC deserter, “Colonel” Emmanuel Nsengiyumva.

In two particularly disturbing incidents, 10 girls were raped and sexually assaulted by SPLA soldiers during armed clashes between SPLA and communities in Palal and Tonj (Warrap State) in February; and 23 girls were raped in the Upper Nile State in June and July.

In the light of the dynamic situation in Somalia, the increased troop strength authorized for AMISOM and the ongoing discussions on a possible peacekeeping mission, it is proposed that 3 general temporary assistance positions, of Senior Support Officer (P-5), Planning Officer (P-4) and Team Assistant (General Service (Other level)), be continued.
