The survival of millions of people depends on action based on international solidarity to reduce gas emissions, to ensure access to food, to positively respond to migration forced by climate impacts, disease and pest vectors, infrastructure investment, the disappearance of thousands of species, ocean acidification and the inequitable distribution of fresh water worldwide, among many other serious situations.

Ms. Ghanea drew five preliminary conclusions: (a) the discussion on limitations to freedom of expression could not be dissociated from the overall obligations under the Covenant as a whole, such as full equality before the law, due process and rights of minorities; (b) random or orchestrated acts of violence that have no reasonable link to expression should not justify limitations to freedom of expression; (c) where hatred itself incited to violence, it showed a broader pattern of violations; triggering article 20 demonstrated a failure of the State to guarantee the right to non-discrimination under article 26; (d) article 20 also required a careful and calibrated range of sanctions; at a minimum, it should not infringe expression itself and at a maximum it could trigger sanction; care had to be taken for the limitations not to have a chilling effect on freedom of expression in general; and (e) other actions in the national sphere were needed.

A dedicated platform was established to assist countries in those situations to reconstruct their education systems, with the ultimate goal of achieving education for all; to provide policy advice and expertise on resolving conflicts that may arise over natural resources; to revitalize in-country research facilities; to integrate disaster prevention and mitigation efforts, particularly early-warning systems, into post-conflict and disaster responses; and to protect and rehabilitate damaged cultural and natural heritage.

As this fund is mainly for meeting additional policy expenditure arising from efforts to cope with ageing population and the wealth gap, or is used to maintain the level of expenditure arising from poverty alleviation work or policies concerning ageing population at times of an economic downturn, so I think a mechanism for an annual fixed amount of funding may not have to be set up and what should be done instead is to set aside some money when an enormous surplus appears in order to address policy needs.
