Thus the philosophy must be not attempting to undertake everything itself but rather to act as a catalyst, stimulating developments in the region.

This document is a starting point whose priority aim is to « pioneer » the work of the International Conference on Education.

The present document is intended to stimulate deliberation by the Commission on the above issues and challenges in the region and the policy options that member States may wish to adopt.

In that connection, allow me to share with the Council three points for further reflection.

The following suggestions could feed into that process.

It also commended the Secretariat for the efficient preparation and organization of the session and especially for the timely preparation of a well prepared draft Council report that prompted few observations and discussions.

This responsibility includes designing, implementing and maintaining internal control relevant to the preparation and the true and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

However, some of those proposals have been superseded as a result of subsequent events and the emergence of new requirements, in particular the establishment of a central business continuity management unit to address business continuity issues on a broader, Organization-wide basis, taking into account pandemic planning and other non-information and communications technology aspects (see A/64/472 and document A/64/7/Add.8 in the present supplement), as well as the requirement for a new secondary data centre in the context of the relocations due to the capital master plan (see A/64/346/Add.1).

A new form of cooperation among the BRIC countries − Brazil, Russia, India and China − was taking place in the form of biannual meetings.

It can also be a present obligation arising from past events that is not recognised because it is not probable that outflow of economic resources will be required or the amount of obligation cannot be measured reliably.

I would also like to put forward for comment and discussion in this Council a few proposals which I think are worthy of further examination.

We  hope  this  research  report  can  create  a  common  ground  for  future  deliberation via which public can help formulate  policy regarding directions of urban  regeneration.

I can replace the title I used just now, that is, "Other people's good suggestion can be employed to remedy one's own defects" with "Advice from others may help one to overcome one's shortcomings", to make it applicable to this topic for the Secretary's reference.

The basic idea behind this was to encourage the Government to follow suit so that the Government would install waste paper collection facilities at various housing estates, public places and refuse collection points to achieve the purpose of waste separation.

We believe that in many countries, the introduction of new distribution methods, including DTH satellite television and Internet Protocol Television (IPTV) delivered by the terrestrial broadband network, is triggering this expansion.
