The Republic of Azerbaijan has repeatedly stated that, despite ongoing political efforts towards the earliest resolution of the conflict on the basis of the generally accepted norms and principles of international law, the policy and practice of the Republic of Armenia, the occupying Power, implemented inter alia through various illegal activities in the occupied territories of Azerbaijan, clearly testify to its intention to secure the annexation of these territories (see, for example, the most recent document circulated by Azerbaijan: A/64/760-S/2010/211).

While expressing their satisfaction that the new programme management cycle now allows not only a top-down but also a bottom-up interaction which is expected to give a more important role to field offices and National Commissions in the design of the next programmes and budgets, participants unanimously stressed that cluster and regional consultations for the purpose of the preparation of the C/5 document or for any issue considered to be part and parcel of UNESCO’s core business shall not be funded from the Participation Programme but from other sources under the regular programme (see resolution adopted by the Consultation which is attached as Annex III).

The Group reiterates its recommendation that UNOCI hire qualified customs consultants to provide a consistent monitoring capacity to its Integrated Embargo Monitoring Unit and to carry out physical inspections of cargoes based on a risk assessment strategy (see S/2010/179, para. 123), with a view to uncovering potential violations of the embargo on arms and related materiel.

(c) Once the name of a Member State, the Holy See, in its capacity as observer State, or Palestine, in its capacity as observer, has been drawn by the representative of the Secretary-General, that Member State, the Holy See, in its capacity as observer State, or Palestine, in its capacity as observer, will be invited first to choose a meeting and then to draw from the appropriate box the number indicating the speaking slot in the meeting.

Viet Nam also saw this as an experience-sharing exercise, laying the ground for a better protection and promotion of human rights by the authorities.

In order to broaden the basis of UNESCO’s activities pertaining to the dialogue among civilizations, a number of activities were undertaken by BSP, including: the setting up of a global (electronic, Internet-based) network, involving competent organizations and research institutions as well as individual researchers, philosophers and intellectuals; the publication of scientific and policy-relevant papers and speeches in UNESCO’s “Dialogue Series”; presentations at international conferences and meetings on UNESCO’s involvement in the dialogue among civilizations; and the co-organization and sponsorship of international conferences, meetings and events on the dialogue among civilizations (see document 166 EX/5, Part I: 164 EX/Decision 7.1.3 – Report by the Director-General on UNESCO’s contribution to the implementation of the Global Agenda for Dialogue among Civilizations).

So, this figure here reflects that as the SAR Government has provided welfare benefits to low income persons and the revenue from tax has enabled wealth to be redistributed, we can see that the income disparity as reflected by the GC has been reduced.

Subsequent to initial recognition, loans and receivables (including trade and other receivables, deposit paid for acquisition of a subsidiary, pledged bank deposits and bank balances and cash) are carried at amortised cost using the effective interest method, less any identified impairment losses (see accounting policy on impairment loss on financial assets below).

On the basis of trade statistics, the Group in its final report of 2011 estimated that in 2010 almost 3 tons of fraudulently traded gold from the Democratic Republic of the Congo may have entered the legal supply chain of the United Arab Emirates through Uganda alone (see S/2011/738, para. 553).

At the 6th and 7th meetings of the Special Committee, the representatives of Bolivia (Plurinational State of), Brazil, China, Côte d’Ivoire, Cuba, Ecuador, El Salvador, Grenada, Guatemala, Guyana (speaking on behalf of UNASUR), Indonesia, Mali, Nicaragua, Paraguay (speaking on behalf of the States members and associated States of MERCOSUR), Peru, the Russian Federation, Sierra Leone, the Syrian Arab Republic, Uruguay and Venezuela (Bolivarian Republic of) also made statements on the question of the Falkland Islands (Malvinas) (see A/AC.109/2011/SR.6 and 7).

Detainees interviewed by the delegation in police stations and gendarmeries confirmed that they had not been informed of a right to see a lawyer, nor provided with any free legal assistance.

These include, but are not limited to, talented young voices giving expression, through word and image, to their expectations of the Organization and those who lead its Member States; scholars, students and teachers who see in their work a discernible United Nations “impact”; college students who adapt the dynamism of the General Assembly’s possibilities to a “Global Model United Nations” that is entirely their own; non-governmental organizations and individuals who breathe new life into long-debated topics with the vigour of a vaster geographical base and greater opportunities for participation; Governments, research institutions and the media, which seek, and can now find, the recorded positions of Member States on key issues in readily accessible form; and the creative community, which sees in matters vital to the Organization’s agenda the chance to reach its audiences in a fashion that informs as it entertains.

In addition, there remain five unfilled vacancies on the Commission as follows: one from Eastern European States and one from Western European and other States, both for a term beginning on the date of election and expiring at the close of the Commission’s fifty-third session, in 2015; and two from Latin American and Caribbean States and one from Western European and other States, all for a term beginning at the first meeting of the Commission’s fifty-first session (held in 2012) and expiring at the close of the Commission’s fifty-fourth session, in 2016 (see Council decision 2011/201 E).

It was agreed that the Committee would start with work on “fees for technical assistance”, with a view to achieving concrete results for the next annual session, but it would also have a longer-term plan of work with a view to a comprehensive review of services issues for the United Nations Model Convention (see E/2011/45, para. 97).

The following States and observers also participated in the meetings of the Working Group: Algeria, Armenia, Australia, Austria, Bulgaria, Canada, Chad, Costa Rica, the Czech Republic, Denmark, Egypt, Finland, Germany, Greece, Haiti, the Holy See, Hungary, India, Indonesia, Iran (Islamic Republic of), Ireland, Italy, Liechtenstein, Lithuania, Mauritania, Morocco, the Netherlands, New Zealand, Paraguay, Peru, Portugal, Rwanda, San Marino, Serbia, Singapore, Slovenia, South Africa, Sweden, the Syrian Arab Republic, the former Yugoslav Republic of Macedonia, Tunisia, Turkey, Venezuela (Bolivarian Republic of) and Zimbabwe.

We underline the need to follow up on the discussions held and recommendations made at previous meetings on the implementation of the Programme of Action, including the Third Biennial Meeting of States (2008), the Fourth Biennial Meeting of States (2010) and the Open-ended Meeting of Governmental Experts (2011), and on related topics taken up by the General Assembly over the past decade, such as the negative humanitarian and development impact of the illicit manufacture, transfer and circulation of small arms and light weapons (see resolution 60/68) and promoting development through the reduction and prevention of armed violence (see resolution 63/23 and document A/64/228).

The work involved includes carrying out preliminary traffic reviews to assess the potential traffic impact due to the new HOS, providing the necessary traffic engineering and public transport advice to HD in carrying out the traffic impact assessment if necessary, ensuring that the necessary traffic and transport improvement measures are identified, vetting HD’s traffic engineering and public transport related submissions, planning and monitoring the implementation of the necessary traffic improvement measures including those related to the public transport facilities in the vicinity of the new HOS site, and monitoring the traffic impact to see if further improvement measures are required after the new HOS development has been completed and occupied.

In response, it was stated that the concern about equal treatment of right holders was not valid, since: (a) the rule under discussion addressed the issue of the law applicable to security rights and not the substantive rights of right holders; (b) European Union Member States already followed that approach and there was no issue of them being in violation of the IPR Enforcement Directive; (c) such an approach would be justified on the basis of expectations of the parties to security agreements (not intellectual property right holders) associated with existing intellectual property registries; and (d) the Guide already followed that approach with respect to tangible assets (see recommendations 203 and 205).

These include the independent study commissioned by the Department of Peacekeeping Operations (DPKO) and the Office for the Coordination of Humanitarian Affairs; the operational concept and the lessons learned note circulated by DPKO; and the regular inclusion of protection of civilians tasks in the mandates of United Nations peacekeeping operations; the more consistent and systemic consideration of protection of civilians issues in the Secretary-General’s reports; the significant inclusion of several paragraphs on the protection of civilians in the 2010 recommendations of the Special Committee on Peacekeeping Operations (see A/64/19), including the development of a strategic framework for mission-wide protection strategies; the elaboration of protection of civilians training modules; and an assessment of the resource requirements for implementing protection mandates.

That this Council urges the Government to adopt the "pedestrian priority" principle and conduct a territory-wide review of elevated pedestrian walkway systems, with a view to developing, at suitable locations, elevated pedestrian walkway systems that have sight-seeing value, are well-connected and have special features, and to improving the environment for pedestrians as well as facilities to complement shopping arcades and transport services; to co-ordinate the development of elevated pedestrian walkway systems, the Government should also formulate policies, design codes and specific measures to achieve the goals of improving street-side air quality, minimizing vehicle-pedestrian scrambles and providing barrier-free facilities, thereby enhancing pedestrian safety and the quality of the environment for walking.

Algeria expressed its confidence in the actions being conducted by Albania to consolidate and strengthen measures to continue the fight against trafficking in human beings, and would like to see other countries benefiting from the Albanian experience.

In its resolution 63/240, entitled “Towards an arms trade treaty: establishing common international standards for the import, export and transfer of conventional arms”, the General Assembly decided to establish an open-ended working group that would meet for up to six one-week sessions starting in 2009 in order to facilitate further consideration on the implementation of the relevant recommendation contained in paragraph 27 of the report of the Group of Governmental Experts to examine the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms (see A/63/334), on a step-by-step basis among all States Members of the United Nations, in an open and transparent manner.

However, uncontrolled urbanization can be detrimental to human well-being and socio-economic development; such urbanization is a key contributor to environmental issues inside and outside the city, such as the unsustainable use of ecosystems supplying cities with resources and the contribution of cities to global issues, such as coastal/marine pollution (see figure XXVIII).

In that regard, it was noted that in the above-mentioned survey, most staff reported that they understood the basis for their appraisals, saw clear links between their work and the goals of the organization, had sufficient information to perform their duties well, felt a sense of accomplishment and were satisfied with their jobs.

The Bank is also working to increase accountability and oversight of its operations and projects, and sees the need to improve an accountability culture by empowering citizens to monitor public sector management and interventions.

The data user may refuse to comply with your request if you have not supplied him with such information as he may reasonably require to locate the requested data (see section 20(3)(b) of the Ordinance).

All cases of incomplete information and data inconsistencies in PCRs received in 2003 and 2004 have now been resolved, while this process still continues with UNDP and the World Bank (for some PCRs received in 2005) (see Table V in Annex I), with several agencies for PCRs received in 2006 (see Table VI in Annex I), the World Bank for PCRs received in 2007 (see Table VII in Annex I), several agencies for PCRs received in 2008 (see Table VIII in Annex I), UNDP for PCRs received in 2009 (see Table IX in Annex I) and with several agencies for PCRs received in 2010 (see Table X in Annex I).

In this regard, my delegation commends South Africa’s initiative to convene on 12 January a highlevel debate of the Security Council (see S/PV.6702), personally presided by President Zuma, on the critical cooperation, under Chapter VIII of the Charter, between the United Nations and regional and subregional organizations, in particular the African Union and the Economic Community of West African States, in the prevention, management and resolution of regional crises.

This view of the prevalence of the spirit of evil and seduction to sin in the last days received special emphasis in the Ḥasidean schools; hence the striking resemblance between the tannaitic and the apocalyptic picture of the time preceding the Messianic advent: "In the last days false prophets [pseudo-Messiahs] and corrupters will increase and sheep be turned into wolves, love into hatred; lawlessness [see Belial] will prevail, causing men to hate, persecute, and deliver up each other; and Satan, 'the world-deceiver' (see Antichrist), will in the guise of the Son of God perform miracles, and as ruler of the earth commit unheard-of crimes" ("Didache," xvi. 3 et seq.
