Several delegations commended the secretariat for documenting and sharing good practices and country experiences in eco-city development, promotion of public transportation, green buildings, 3R (reduce, reuse, recycle) strategies, sustainable urban planning, solid waste management, water supply, sewerage, participatory approaches to urban management, promotion of public-private partnerships and municipal finance.

In paragraph 2 (b) of Article 4, the Convention requires each party to take the appropriate measures to “ensure the availability of adequate disposal facilities for the environmentally sound management of hazardous or other wastes, that shall be located, to the extent possible, within it, whatever the place of their disposal”, while in paragraph 2 (c) it requires each party to, “ensure that persons involved in the management of hazardouswastes orother wastes within it take such steps as are necessary to prevent pollution due to hazardouswastes and otherwastes arising from such management and, if such pollution occurs, to minimize the consequences thereof for human health and the environment”.

Millions of children inside Syria and across the region are witnessing their past and their futures disappear amidst the rubbleand destruction of this prolonged conflict.

It should consider acceding to the various conventions under the purview of IMO, including the International Convention for the Safety of Life at Sea, the International Convention for the Prevention of Pollution From Ships and the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (London Convention) and its 1996 Protocol.

Based on the above, the Secretariat expressed concerns that the proposed project did not meet the guidelines in decision 58/19, nor does it clearly respond to decision XXI/2 of the Twenty-first Meeting of the Parties to the Montreal Protocol where the Executive Committee was requested, inter alia, “to consider the costs of a one-time window within its current destruction activities to address the export and environmentally sound disposal of assembled banks of ozone-depleting substances in low-volumeconsuming countries that are not usable in the Party of origin”, since the proposal is more of a study to see what are the issues and problems related to ODS waste disposal in this region with a view to finding a future solution.

When paying attention to energy-efficiency and eco-design to improve the overall Eco-efficiency of the enterprise, the following areas shall be focused on: paying attention to energy consumption of production processes and products and implementing the energy labeling system; considering the selection of materials in product design and minimize the use of toxic and hazardous substances; considering energy-saving and environmentally friendly design, material saving design, reusing, recycling, design that facilitates disposal of discarded products; consider the detachability of products in design to improve the reusing rate of products; eco-friendly and reduced product packaging, among others.

Regarding the project proposal, several members praised the innovative design of the project, but sought clarification on a number of issues, including how sustainability would be achieved, how the information on the various outcomes would be disseminated to relevant facilities in China, the eligibility of some of the proposed supporting activities under a pilot project, the high costs of destruction compared to similar projects approved for other countries, and how the destruction and waste management approaches used in the pilot demonstration projects would be extended to sectors other than domestic refrigeration.

The committee’s reasoning, particularly in paragraph 7.3, would make it possible for the gravest violations of, say, United Nations Security Council sanctions or rules adopted within the framework of the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES) to enjoy impunity just as long as their acts or their responsibility for the acts remained undetecteduntil the sanctions were eventually lifted once the situation justifying them had been resolved or the previously endangered species no longer required protection.
