(Sudan) ( spoke in Arabic): At the outset, I welcome the report of the Human Rights Council (A/65/53), introduced by President Ambassador Sihasak Phuangketkeow, and congratulate him on his wise work at the head of the Council and to wish him every success regarding the Universal Periodic Review of the activities and performance of the Council.

Allow me in that regard to commend the work carried out by Ambassador Sihasak Phuangketkeow of Thailand, whose leadership as Council President during the review, especially in steering the process to a successful conclusion in Geneva and in coordinating efforts with the General Assembly, is worthy of our special appreciation.

In October 2008, the Secretary-General reappointed: Krassimir Kanev (Bulgaria), Savitri Goonesekere (Sri Lanka), Joseph Oloka-Onyango (Uganda) and Derrick Pounder (United Kingdom of Great Britain and Northern Ireland) for a final period of three years, and appointed Mercedes Doretti (Argentina) for a three-year term, renewable once.

(Senegal) ( spoke in French ): I would first of all like to commend the remarkable work done by the Human Rights Council this year and to express my delegation’s sincere appreciation to its President, His Excellency Ambassador Sihasak Phuangketkeow, for the quality of his report.

The annual report of the Council and its addendum, which I am presenting to the Assembly today, contain the resolutions and decisions adopted by the Council at its sixteenth and seventeenth regular sessions and at its fourteenth, fifteenth and sixteenth special sessions, which took place under the presidency

With a small population, limited resources and a relatively sizeable country, it has to constantly prioritize its interventions with available resources to ensure success.

Israel, the occupying Power, continues its illegal schemes and actions in the Occupied Palestinian Territory, including East Jerusalem, particularly those aimed at entrenching its massive network of illegal settlements and so-called settlement “outposts” in the Territory that it has belligerently occupied since 1967.

Moreover, because it is difficult for others to ‘invent around’ a gene, the researcher may be able to exercise a powerful monopoly.

Likewise, although I had hoped to focus a significant portion of my tenure as Principal Defender on legacy, outreach and building a pillar of the Court that could serve as a real counterbalance to the overwhelming power of the Prosecutor, I had to spend an inordinate amount of time administering a perhaps well-intentioned in theory, but bureaucratic and unrealistic, so-called lump sum fee structure, that not only wasted much time, but also led to internal struggle and conflicts between junior and senior defence lawyers within Sierra Leone, and clashes between international and national defence lawyers we mixed into trial teams.

In fact the Division manages the largest freshwater programme in the United Nations, including WWAP, headed by a D-1, close to 20 water-related category 2 centres, significant cooperation with the UNESCO-IHE Institute for Water Education and an increasingly important collaboration with a significant network of National Committees and UNESCO Chairs; and (ii) that the representative of the Bureau should be able to participate in the selection of the new Director.

Subsequently, Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Switzerland and the United States of America joined the sponsors.

The Commission was informed of initiatives that were being undertaken by Pacific island developing countries to protect biodiversity and the maintenance of ecosystem services, such as the Phoenix Islands Protected Area in Kiribati, the largest marine protected area in the Pacific Ocean, and the Coral Triangle Initiative, which covered a number of countries in the Asia-Pacific region, included the greatest extent of mangrove forests in the world and provided a critical spawning and juvenile growth area for tuna and other globally significant fish species.

Lebanon possesses no weapons that have an impact on or are detrimental to the environment and supports the agreements on disarmament, arms control and the observance of environmental norms, taking into consideration the concern caused by Israel on account of its possession and retention of an enormous arsenal of weapons of mass destruction, which could be detrimental to the environment even if not used.

In addition, Tajikistan reported that it is preparing to conduct a needs assessment of landmine and other ERW victims in mine affected districts with the main goal being to establish a functional victim information system (VIS), which would comply with the Information Management System for Mine Action (IMSMA) standards and become a systematic and reliable mechanism at the district and oblast level.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.
