Other innovations have been pursued and include the Artists in Development programme, covering projects on development, the sustainability of local learning outcomes in film, photography, arts festivals and the crafts, the award of the UNESCO Seal of Excellence for Crafts, tested on the basis of crafts and extended from Asia to the Caribbean, and “Creative Cities” of which several thematic networks are being established.

Mine action services to be provided during the budget period include general explosive hazard assessments of 297 villages in Northern, Southern and Western Darfur, emergency unexploded ordnance assessments of 390 km2 , route survey along 5,000 km of roads and routes suspected of contamination and demolition of 600 items of unexploded ordnance (see A/65/740, outputs under expected accomplishment 2.1).

The decision to extradite them was taken in accordance with the provisions of the International Covenant on Civil and Political Rights, and also taking into account the gravity of the charges, to avoid the individuals escaping and to ensure public security on the territory of the State party.

The Declaration assumes the weight of international law since it contains many of the rights already enshrined in legally binding conventions and covenants such as the International Covenant on Economic, Social and Cultural Rights, International Covenant on Civil and Political Rights and the International Convention on the Elimination of All Forms of Racial Discrimination.

This Conference may wish to study this example in order to see how the efforts we invested in the work of this august body produce real results, both in the maintenance of international peace and security and in ensuring the safety and well-being of people.

Emphasizing the basic provisions of the above-mentioned resolutions, which call upon all parties directly concerned to consider taking the practical and urgent steps required for the implementation of the proposal to establish a nuclear-weaponfree zone in the region of the Middle East and, pending and during the establishment of such a zone, to declare solemnly that they will refrain, on a reciprocal basis, from producing, acquiring or in any other way possessing nuclear weapons and nuclear explosive devices and from permitting the stationing of nuclear weapons on their territory by any third party, to agree to place their nuclear facilities under International Atomic Energy Agency safeguards and to declare their support for the establishment of the zone and to deposit such declarations with the Security Council for consideration, as appropriate
