Cuba considers it particularly significant that for 11 consecutive years, the Special Committee has adopted by consensus a resolution which recognizes the inalienable right of the Puerto Rican people to self-determination and independence in conformity with General Assembly resolution 1514 (XV), and which urges this august body to actively consider the question of Puerto Rico in all its aspects.

Systematically linking the areas of social security, employment, health, education, nutrition, housing and sanitation, national social protection floors enable the realization of rights enshrined in the Universal Declaration of Human Rights and relevant international conventions, and accelerate progress towards achieving the Millennium Development Goals.

The Declaration assumes the weight of international law since it contains many of the rights already enshrined in legally binding conventions and covenants such as the International Covenant on Economic, Social and Cultural Rights, International Covenant on Civil and Political Rights and the International Convention on the Elimination of All Forms of Racial Discrimination.

Gender equality and affirmative action to ensure women’s empowerment were a key national priority enshrined in the country’s Constitution and were the focus of many important socio-economic programmes and policies.

This Conference may wish to study this example in order to see how the efforts we invested in the work of this august body produce real results, both in the maintenance of international peace and security and in ensuring the safety and well-being of people.

We reaffirm our respect for and commitment to international law and the purposes and principles enshrined in the Charter of the United Nations, as well as those set out in the Programme of Action.

Emphasizing the basic provisions of the above-mentioned resolutions, which call upon all parties directly concerned to consider taking the practical and urgent steps required for the implementation of the proposal to establish a nuclear-weaponfree zone in the region of the Middle East and, pending and during the establishment of such a zone, to declare solemnly that they will refrain, on a reciprocal basis, from producing, acquiring or in any other way possessing nuclear weapons and nuclear explosive devices and from permitting the stationing of nuclear weapons on their territory by any third party, to agree to place their nuclear facilities under International Atomic Energy Agency safeguards and to declare their support for the establishment of the zone and to deposit such declarations with the Security Council for consideration, as appropriate

In this context, Conference participants welcomed the plans of the Government of Afghanistan to offer an honourable place in society to those willing to renounce violence, participate in the free and open society and respect the principles that are enshrined in the Afghan Constitution, cut ties with Al-Qaida and other terrorist groups, and pursue their political goals peacefully.

It reaffirmed the sovereign rights of member States, as enshrined in the Charter of the United Nations, and the need for all countries to implement the commitments and pledges in the Political Declaration on HIV and AIDS consistent with national laws, national development priorities and international human rights.

In fact, the goal of a declaration is to give practical expression to a moral commitment, freely entered into by the community of States; the principles and standards it embodies can then guide the framing of national legislation and regulatory instruments, which can specify and define the prescriptions in detail in accordance with the national legislative framework and legal traditions.
