Expected result: Empowerment of marginalized communities.

A dynamic, broad-based, well-functioning and socially responsible private sector is a valuable instrument for increasing investment and trade, employment and innovation, thereby generating economic growth and eradicating poverty and serving as an engine for industrialization and structural transformation.

New investments are required in regional and national agricultural and fishery research and rural infrastructure, extension of better farming and fishing practices and innovative and sustainable technologies, as well as marketing advice, structured and effective finance and greater tenure security, including access to and control over land by female farmers irrespective of their marital status.

In this regard, apart from providing vocational training and employment support for persons with disabilities, we would continue to adopt positive encouragement measures, such as giving recognition to good employers, sharing of good practices and providing incentive and assistance to employers etc. to enhance the job opportunities of persons with disabilities.

The Special Representative participated in their annual meetings in 2009 and 2010, which were particularly useful for information-sharing, for the identification of good practices and the cross-fertilization of experiences, and for the identification of mutually supportive activities for violence prevention and elimination.

Those reviews show the importance of the commitment by political leadership to a given policy objective, a strategic policy framework, an efficient and flexible bureaucracy, good information and analysis and a transparent decision-making process.
