In my annual report on children and armed conflict issued in 2010 (A/64/742S/2010/181), I raised the concerns about the alleged recruitment of young Kenyan Somali men and boys from North-eastern Province in Kenya, as well as Somali refugees from Dadaab refugee camp, in Kenya, to fight alongside the Transitional Federal Government in Somalia.

These ex-FDLR combatants remobilized from Rwanda should not be confused with the FDLR splinter group “Mandevu”, which is also fighting alongside M23.

As a result of these field visits, the Group has come to the view that some members of FRCI at all levels, together with a large number of “volunteers” (see sect. IX below) who fought alongside the Forces nouvelles during the post-electoral crisis, have put in place an illegal parallel taxation system.

All identities coexist, side by side, hand in hand, as the edges blend to symbolise a larger common identity.

In order to achieve these goals, the Ministry works in conjunction with local authorities and other relevant Ministries.

They are being asked to participate, to stand alongside other young people in every country of the world and become part of the greatest campaign for peace in recorded history.

We communicate our progress on sustainability every year, and publish a report with a deeper strategic focus every two years. This printed report and related website cover our strategic objectives, how we manage our responsibilities and engage suppliers, customers, consumers and other organisations in our goals.

Beyond or in the absence of a formal peace process, community reconciliation and confidence-building mechanisms are often necessary, in particular where IDPs and the resident population or different groups within the IDP population are seen as having been associated with opposing sides in the conflict, but now live side by side.

As I prepare to pass on the baton of leadership, I would like to express my heartfelt gratitude to all members of the 53rd and 54th Councils, and the Secretariat staff, who have worked tirelessly in helping me to fulfil these four years of service.  At the same time, I am very grateful for the trust bestowed on the Chamber by our national leaders; the friendship and cooperation of the diplomatic corps, government agencies, civic organisations and business partners; and for the strong and unwavering support of our corporate members and trade association members.

Students are encouraged to decide what they will do to make peace on 21 September, log their Peace Day commitment on www.peaceoneday.org and, significantly, take responsibility for making Peace Day known throughout the world.

God is looking for people who will be on the front lines with Him as He fulfills this.

This requires market and regulatory frameworks that encourage both head-to-head competition – where companies seek to replace each other to gain market share - and collaborative competition – where groups of companies work together to attract new customers.
