Recognizing the complex character of the current global food crisis, as a combination of several major factors, both structural and conjunctural, also negatively affected by, inter alia, environmental degradation, drought and desertification, global climate change, natural disasters and the lack of the necessary technology, and also that a strong commitment from national Governments and the international community as a whole is required to confront the major threats to food security

In many least developed countries structural transformation was very limited, and their vulnerability to external shocks has not been reduced.

Noting with deep concern the serious instances of intolerance, discrimination and acts of violence based on religion or belief, intimidation and coercion motivated by extremism, religious or otherwise, occurring in many parts of the world, including cases motivated by Islamophobia, Judeophobia and Christianophobia, in addition to the negative projection of certain religions in the media and the introduction and enforcement of laws and administrative measures that specifically discriminate against and target persons with certain ethnic and religious backgrounds, particularly Muslim minorities, and that threaten to impede their full enjoyment of human rights and fundamental freedoms

Their introductory remarks underscored the importance of involving parliaments in the implementation of the nascent Istanbul Programme of Action and acknowledged the progress made in the negotiation of the document, where an agreement on the role of parliaments had been reached.

Through targeted engagement with eight operations – Chad, Colombia, the Democratic Republic of the Congo, Egypt, Georgia, Kenya, Malaysia and the Syrian Arab Republic – the Office is actively tracking the implementation of recent changes at each stage of the operations management cycle, in order to identify opportunities for improvement.

The delegation of Kazakhstan noted that water resources were of strategic importance for the region and took the view that ESCAP could play a catalytic role in implementing General Assembly resolution 65/154, in which the Assembly had declared 2013 the International Year of Water Cooperation.

Encourage and promote the development of a 10-year framework of programmes in support of regional and national initiatives to accelerate the shift towards sustainable consumption and production to promote social and economic development within the carrying capacity of ecosystems by addressing and, where appropriate, delinking economic growth and environmental degradation through improving efficiency and sustainability in the use of resources and production processes and reducing resource degradation, pollution and waste.
