As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to do so, renounce possession of nuclear weapons, accede to the Treaty without further delay, place promptly all its nuclear facilities under International Atomic Energy Agency fullscope safeguards according to Security Council resolution 487 (1981) and conduct its nuclear-related activities in conformity with the non-proliferation regime.

In this regard, the Council requested the Chairperson of the Working Group to prepare a proposal for a draft optional protocol to be used as a basis for the negotiations, taking into account the views expressed and inputs provided during the first session of the Working Group and giving due regard to the views of the Committee on the Rights of the Child and, where appropriate, the views of relevant United Nations special procedures and other experts.

Interfaith International encouraged Cyprus to set up favourable conditions for the removal of restrictive measures, which would make it possible for the faithful to exercise their religious freedom and to visit places of pilgrimage annually, and to combat trafficking in women by setting up a mechanism for the reintegration of victims in social and economic life.

It is worth mentioning that, as a non-resident agency and in the face of inadequate financial resources and staff to carry out missions to participate in the numerous meetings, UNESCO’s participation in meetings of the UNCTs, UNSTs and various United Nations theme and joint groups (outside of the ones in Jamaica) is limited, and done mainly through e-mail contributions and teleconference (where possible).

That is because Israel’s acceptance of the Arab Peace Initiative would guarantee the end of its occupation of all Syrian territories occupied since 1967 and the remaining Lebanese territories occupied in the same year and the establishment of an independent Palestinian State with East Jerusalem as its capital, and because it would guarantee an agreed resolution of the issue of Palestine refugees in accordance with General Assembly resolution 194 (III) and would secure for Israel peace agreements with all Arab States and normal relations with 35 other Islamic States.

As part of the e-Morocco national strategy, drawn up by the Government of Morocco, the Rabat Office is providing support to the programmes being implemented by the Minister of Economic and General Affairs in the field of e-government, and has funded a roadmap on local governance in Morocco with a view to collecting information on all local e-govenance initiatives in the country, identifying and analysing similar programmes in other countries, and analysing and summarizing the strengths and weaknesses of those initiatives.

As they produce effects almost identical to those produced by reservations, these techniques nevertheless deserve to be mentioned in the part of the Guide to Practice devoted to the definition of reservations, if only so as to identify more clearly the key elements of the concept, distinguish them from reservations and, where applicable, draw appropriate conclusions with regard to the legal regime of reservations.

At the forty-ninth session of the Scientific and Technical Subcommittee, the Working Group on the Long-term Sustainability of Outer Space Activities agreed that the expert groups established by the Working Group should prepare draft working documents on the basis of their work, and that those working documents should be made available, in the six official languages of the United Nations, for comments by member States and permanent observers to the Committee on the Peaceful Uses of Outer Space, preferably on the margins of and/or during the fifty-fifth and fifty-sixth sessions of the Committee (A/AC.105/1001, annex IV, paras. 16 and 17).

A good practice in overcoming this obstacle is to ensure that personnel who are likely to need to seek or provide formal cooperation are equipped with the information and resources necessary to make or respond to requests as efficiently as possible, and are aware of when to seek informal cooperation prior to or even in lieu of formal cooperation.

The Conference highlighted synergistic opportunities related to restoration of degraded lands and forests, through reforestation, forest rehabilitation and agroforestry, and requested FAO to support member countries in these efforts, noting the increased demand for land and water resources.

Together with these steps, the international community must rededicate its attention and redouble its efforts towards the larger objective of a just, lasting and comprehensive peace in the Middle East and the resolution of the Palestinian question on the basis of international law and the full implementation of the relevant United Nations resolutions and agreements, the obligations of the parties and the framework provided by the Madrid terms of reference, the Road Map and the Arab Peace Initiative.

With regard to paragraph 8 of the draft resolution, attention was drawn to section VI of General Assembly resolution 45/248 B, in which the Assembly reaffirmed that the Fifth Committee was the appropriate Main Committee entrusted with responsibilities for administrative and budgetary matters and reaffirmed the role of the Advisory Committee on Administrative and Budgetary Questions.
