The key factors that facilitated the smooth implementation by SIAP of all planned activities for 2009 were: (a) the strong support of the host Government, Japan, which continued to provide the bulk of cash contributions, administrative and infrastructure support, and fellowships for all four SIAP-Japan International Cooperation Agency (JICA) Tokyo Metropolitan Area (TMA)-based training courses; (b) the strong support of many other member States: cash and in kind contributions from those member States increased in 2009 compared with their level in 2008; and (c) close collaboration with United Nations agencies and international organizations, which provided the opportunity to combine efforts and address effectively the diverse capability-building needs of developing member States in the region.

The Telecommunications Officer would support the overall management of the strategic deployment stocks stored at UNLB; initiate and coordinate actions to ensure that requirements for strategic deployment stocks are met. For example, the incumbent would prepare material release plans, control stocks and review composition; liaise with the Strategic Deployment Stocks Unit at Headquarters; assist in the preparation of statements of works or requisitions for equipment and services related to items in the strategic deployment stocks, and in the evaluation of proposals and bids; act as the focal point for all issues related to the strategic deployment stocks; authorize invoices for paying vendors against the appropriate receiving and inspection reports; review the end-of-fiscal year inventory report; and assist in the development of requirements for strategic deployment stocks, Divisional support and the implementation of new projects, as required, in field missions.

The revised project document submitted by UNEP to this meeting has not changed substantially from the earlier one, except for additional information on the progress and status of implementation of the incentive programme for end-users being implemented under the RMP through UNDP.

5.5 The Jury shall send an assessment on nominations and accompanying recommendations to the Director-General of UNESCO following its meeting at UNESCO Headquarters and no later than 30 September of the year of the award of the Prize.
