In the agreement between Croatia and the Executive Committee, the maximum allowable consumption for Annex A, Group I (CFCs) for the year 2005 was 65 ODP tonnes, for 2010 0 ODP tonne; and for the years in between, theagreement provides no exact figure but stipulates that "The By-Law on Substances that Deplete the Ozone Layer (of 30 January 1999) includes a clause on importing on an exceptional basis between 2006 and 2009 up to 21.9 ODP tonnes of Annex A (Groups I and II) and/or Annex B (Groups II and III) or products containing these substances, when these substances and/or products are for preserving human, plant and/or animal life; national defence, safety and fire-fighting; and scientific research safety, when such products cannot be replaced by environmentally-sound and economically-viable alternatives”.

The listing below includes the year of implementation, including different years where there have been two or more rounds of picture warnings.

The Advisory Committee notes from the report of the Secretary-General that the “pay-as-you-go” approach results in a misalignment of costs and programme activities as retiree benefit costs are shifted to future-year assessments on Member States for expenses classified as “special expenses” rather than being included as common staff costs during the working lives of staff members (A/64/366, para. 43).

(c) That the Country had submitted annual implementation reports in the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and that the rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

However, contrary to the 2010 Liberia national report, the marking and tracing procedure does not comply with the requirements of the International Instrument to Enable States to Identify and Trace, in a Timely and Reliable Manner, Illicit Small Arms and Light Weapons for the following: the simple marking on each imported small arm or light weapon that permits identificationof the country of import and, where possible, the year of import; the unique marking and recording of all illicit small arms and light weapons that are found in its territory; and the establishment of an accurate and comprehensive record for all marked small arms and light weapons, which is then maintained to enable the competent national authorities to trace illicit small arms and light weapons in a timely and reliable manner (see paragraphs 8, 9 and 11 of the International Tracing Instrument16 ).

The average fee is calculated as the total Madrid fee income divided by the total number of registrations and renewals in any given year.

In this context, the Executive Board approved a proposal by the Director-General at its 114th session (May 1982) “to submit future annual reports of the ICSC to the Executive Board at its spring session in the year immediately following the year to which the report relates” (114 EX/Decision 8.5).

Capture production of mussels and oysters, for which reporting countries often have difficulty in separating harvest of natural populations from aquaculture production, has not varied much over the years, but an overall downward trend can be noted.

The Representative indicated that the WHA had also requested the Director-General of WHO toreport tothe Health Assembly each even year, along with the status of the implementation of the International Code of Marketing of Breast-milk Substitutes report, on progress in the consideration of matters referred to the Codex Alimentarius Commission for its action.

The Commission further noted that such synchronized, advance distribution of documents would only be possible by significantly reducing the number of meetings of subsidiary bodies so that no Codex sessions take place during a three month period before a Commission session and by returning to the biennial meetings of the Commission, which would allow to accommodate several Codex committee meetings in the April-September period for the yearwhen the Commission did not meet.

Seeing the international education agenda as unfinished business, a focus on learning, on what is actually learned (knowledge and skills), rather than on mere participation in educational processes, is also based on the recognition of the limits of traditional proxy indicators, such as pupil/teacher ratios, share of qualified teachers and average years of schooling, in gauging the quality and contribution of education to inclusive development.

Management appreciates the action taken by OIA in 2011 to adopt the reporting standards of the International Organization of Supreme Audit Institutions (INTOSAI) and notes that, due to the change in reporting format, a comparison of audit findings between 2011 and previous years is not practical and is not presented in the annual report of OIA or in the response of UNICEF management.

The important hake resources remain fully exploited to overexploited although there are signs of some recovery in the deepwater hake stock (Merluccius paradoxus) off South Africa and of the shallow-water Cape hake (Merluccius capensis) off Namibia, as a consequence of good recruitment years and of the strict management measures introduced since 2006.

It wasstated that the recurrent work programme (one annual publication, and one to two research reports) itself does not justify another position, however, coordination, monitoring and reporting of technical assistance needs additional full-time resources, including field resources.

The Special Committee recalls paragraph 104 of its 2009 report (A/63/19) and reiterates its request to the Department of Peacekeeping Operations to include in its next annual reportan assessment on how the creation of that office has contributed to closer coherence and synergies among its own sections and between other United Nations actors to deliver rule of law mandates more effectively, rather than a description of all its activities.

Ordinary resolutions will also be proposed at the Annual General Meeting in respect of the granting of the Issue Mandate to the Directors, in the terms set out in the notice of the Annual General Meeting, to allot, issue and deal with Shares not exceeding 20% of the aggregate nominal amount of the share capital of the Company in issue as at the date of passing the relevant resolution, and adding to the Issue Mandate so granted to the Directors any Shares representing the aggregate nominal amount of the Shares repurchased by the Company after the granting of the Repurchase Mandate, at any time during the period ended on the earliest of (a) the conclusion of the next annual general meeting of the Company; (b) the expiration of the period within which the next annual general meeting of the Company is required by the Articles or any applicable laws to be held; and (c) the date upon which such authority is revoked or varied by an ordinary resolution at a general meeting of Shareholders.
