In its resolution entitled “Work of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories”, the General Assembly requested the Special Committee to continue to investigate Israeli policies and practices in the Occupied Palestinian Territory, including East Jerusalem, and other Arab territories occupied by Israel since 1967, and to report to the Secretary-General as soon as possible and whenever the need arose thereafter; and requested the Secretary-General to provide the Special Committee with all necessary facilities to investigate the Israeli policies and practices referred to in the resolution, and to report to the Assembly at its sixty-fifth session on the tasks entrusted to him in the resolution (resolution 64/91).

The report’s findings were consistent with those of previous reports, including the most recent report of the Special Rapporteur on the Situation of human rights in the Palestinian territories occupied since 1967 (A/64/328), the report of the United Nations Headquarters Board of Inquiry and the combined report on the human rights situation in Palestine and other occupied Arab territories.

It is in that same context that, as members of the Council and from our national perspective as a State party to the Court, we cannot turn a blind eye to the suffering caused to the population and the serious acts committed in Darfur since 2003, as well as to the recent investigations that detail systematic and lamentable facts, which by any measure constitute crimes against humanity.

While the rise in FDI levels is attributable to the intensification of South-South trade and investment flows among southern countries with emerging economies such as Brazil, China and India leading the way, analysts have noted the rise of “African lions”, highperforming African economies such as Botswana, Egypt, Libya, Mauritius, Morocco, South Africa and Tunisia (before the Arab Spring) that have outperformed Brazil, the Russian Federation, India and China (the BRIC countries) since 2008 as measured in terms of per capita GDP levels.

Israel, the occupying Power, continues its illegal schemes and actions in the Occupied Palestinian Territory, including East Jerusalem, particularly those aimed at entrenching its massive network of illegal settlements and so-called settlement “outposts” in the Territory that it has belligerently occupied since 1967.

The current Spanish Royal Decree, which calls for 500 MW of concentrating solar power (CSP), has been largely responsible for a dramatic increase in CSP development activity in Spain since 2008.

Recalling the principle of equivalency between the remuneration of the judges of the Tribunal and the members of the International Court of Justice, which had been followed by the Meeting of States Parties since 1996, the Registrar drew the attention of the Meeting to the proposal contained in document SPLOS/224, according to which, in the case of future revisions of the remuneration of the members of the International Court of Justice, the same adjustments should be automatically applied to the judges of the Tribunal.

Having negotiated a ban on the testing of nuclear weapons, since 1998 the Conference on Disarmament has found itself unable to start negotiations on the next logical disarmament and non-proliferation measure: a treaty to ban the production of fissile material for such weapons.

Noting that the text of draft resolution A/C.4/65/L.16, on the occupied Syrian Golan, was essentially the same as those that had been used since 1982, she underscored its strong message against foreign occupation and annexation and recalled that Israel’s decision to impose its laws, jurisdiction and administration had been declared by the Security Council.

Egypt recommended that Israel end its occupation of all Palestinian and Arab Territories occupied since 1967, including Jerusalem and the Syrian Golan; respect the right of Palestinians to self-determination and the establishment of their independent State, with Jerusalem as its capital; respect the right of Palestinian refugees to return to their homelands and be compensated for losses and damage incurred and to retrieve their properties; fully implement the advisory opinion of the International Court of Justice concerning the wall; annul its illegitimate decision to annex the occupied Syrian Golan, and to end all settlement activities therein; end all settlement activities in the Occupied Palestinian Territories, particularly in and around occupied Jerusalem; immediately cease its military operations in the Occupied Palestinian Territories and lift the closure imposed on the Gaza strip; and immediately release all Palestinian, Syrian and other Arab prisoners and detainees.

Heads of State, ministers and Government representatives from 132 States gathered to evaluate progress made since 1998 towards meeting the goals and targets established by the General Assembly at its twentieth special session; identify future priorities and areas requiring further action, as well as goals and targets to be set for drug control beyond 2009; and adopt a political declaration and other measures to enhance international cooperation.
